1. Summary

1.1 This report provides a progress update on the Capital transport schemes that have been approved by project appraisal for implementation in the Basingstoke and Deane Borough Council area.

2. Progress update on Capital schemes

      BEST ITS £400,000

2.1 As part of the countywide Real Time Passenger Information (RTPI) contract, the 60 bus Stagecoach fleet in Basingstoke will be fitted with automatic vehicle location equipment to enable the satellite tracing of buses. Predicted bus arrival times can then be calculated by the core RTPI system run from the County Council's Traffic and Travel Information Centre in Winchester. Two key bus routes in Basingstoke will benefit from 'at-stop' electronic signs installed within bus shelters to display arrival times to passengers. These are route 1, Basingstoke-Tadley and route 6, Basingstoke-Winklebury, where up to 20 signs will be installed.

2.2 The implementation of the core system will also enable the dissemination of RTPI through the internet and mobile phone (SMS and WAP).

2.3 At present the County Council is finalising the contract arrangements with works to fit buses with the necessary equipment and establish the core system for 2003/04. Signs at stops and the other dissemination methods will be implemented in 2004/05 when the tracing system is operating fully.

      Hatch Warren to Town Centre Cycle Route £750,000

2.4 Cycle route from Beggarwood Lane development along Cliddesden Lane, Hatchwarren Lane, The Harrow Way with toucan crossings and traffic calming in Cliddesden Road. Complete.

      A30 Southwood Corner, Dummer £450,000

2.5 Provision of traffic signals at existing junction to improve accident record for right turning traffic from Winchester towards the M3 junction 7. Work in progress, completion due mid December 2003. There will be a temporary speed limit of 40 mph for the duration of work with a permanent 50 mph limit on completion of the works.

      Whitchurch BEST £75,000

2.6 Improvements to pedestrian, cycle and bus facilities in Whitchurch as identified with Whitchurch Town Council. Complete.

      Worting Road/Essex Road/Sarum Hill junction improvements £165,000

2.7 Introduction of pedestrian crossings at the junction with on road cycle lanes approaching advance stop line. Improvement to footway and drainage and new road surfacing. Works due to start December 2003.

      Hackwood Road Puffin crossing £100,000

2.8 Basingstoke and Deane Borough Council scheme to provide crossing outside newsagent shop in Hackwood Road. Complete.

      Safer Routes to Schools

2.9 Improvements to assist with sustainable travel to schools. Scheme details under discussions with Woolton Hill Junior School and St Thomas Infants School travel plans. Project appraisal approved 16 September 2003 for Castle Hill Infant and Junior Schools, Kempshott County Infant and Junior Schools, Old Basing County Infant School and St Mary's CE Voluntary Aided Junior School and Winklebury County Infant and Junior Schools. Detailed design and Consultation now under way for Borough spend of £153,000.

3. Transport Capital Programme for 2003/04

3.1 The funding of schemes in the Capital Programme is from the Local Transport Policy (LTP), which consists of Central Government basic credit approvals and/or external funding (EF), which is from the developer or other contributors.
