1. Summary
1.1 This report covers the main programmes of traffic management work in the Basingstoke area in 2003/04. These are the revenue funded Traffic Regulation Orders (TROs) and signing and lining schemes, together with capital funded Parish Partnership schemes.
2. Background
2.1 Basingstoke and Deane Officers have been effectively undertaking traffic management works within their district area since 1 November 2002. The Agency Agreement is still to be finalised and Borough Officers will be unable to undertake the legal processing of Traffic Regulation Orders until this agreement has been completed. In the mean time, relevant staff based at Basingstoke will continue to be the first points of contact on Traffic Management matters.
3. Traffic Regulation Orders and Signing and Lining Schemes
3.1 Traffic management issues are raised in a number of ways, usually by local District or County Members or the public. Occasionally attention is drawn by the Police or other emergency services to traffic congestion or parking problems. These issues are prioritised and investigated, which may result in schemes being proposed for inclusion in the programme. The current list of potential schemes for the 2003/04 programme in the Basingstoke area is shown in the attached Appendix 1.
3.2 This programme is provisional at this stage, with scope to include additional schemes that may arise as a high priority. Schemes already in the programme may slip, be modified or deleted as consultations progress and where the advertising procedure for TROs gives rise to objections.
3.3 The origins of the Parish Partnership programme were explained in some detail in the previous traffic management report on 8 November 2002, and further progress has been made on those schemes already identified within the Basingstoke District area. Appendix 2 includes those schemes currently being progressed.
