1. Summary

1.1 This report covers the following issues:

    (i) Traffic Regulation Order Programme;

      (ii) Safety Schemes;

      (iii) Signs Renewal Programme;

    (iv) Decriminalised Parking Enforcement;

    (v) Amenity Lighting; and

    (vi) Tables and Chairs on the Highway.

2. Traffic Regulation Order Programme

2.1 The Traffic Regulation Order Programme funded by the County Council was approved by the Community and Environment Board on 6 June 2003. Progress on implementing the schemes is as in the attached appendix.

2.2 Also listed are traffic regulation orders to be progressed in support of safety schemes, development proposals and temporary works and events.

3. Safety Schemes

3.1 The Borough Council Traffic Management team is working with or acting on behalf of the County Council on the implementation of the safety schemes in the following paragraphs.

    Marine Parade West

3.2 The proposed scheme will comprise a series of five new pedestrian refuges, which will require waiting restrictions on the adjoining carriageway. It will be implemented in conjunction with a fixed speed camera site positioned west of the junction with Osborne Road. The scheme is programmed for conclusion in the current year and will be subject to public consultation.

    Tukes Avenue

3.3 The scheme will comprise enhanced pedestrian crossing points by way of build outs in the vicinity of the parade of shops, Kent Road and Woodcott Primary School. The Traffic Management team will undertake a preliminary design and public consultation within the financial year to permit the County Council to implement the scheme from the 2004/05 programme.

    Parkway Lay-By

3.4 An experimental closure of the lay-by south of The Parkway was implemented to address problems of obstruction to sight lines by parked cars. Following objections from residents regarding the loss and displacement of parking, it is now proposed that the lay-by be relocated further south. Another consultation is to be undertaken with residents before the works commence.

    Brune Lane/Shoot Lane/Broom Way

3.5 Working in conjunction with Fareham Borough Council, safety improvements to Brune Lane and Shoot Lane are being implemented, including signs warning of pedestrians in the road, animals and bends; slow road markings and coloured patches. The scheme will also include the introduction of a 30 mph speed limit in Brune Lane and Shoot Lane and a 40 mph speed limit on Broom Way from Peel Common Roundabout to the Cherque Farm Link Road. The speed limits will be advertised in November.

    St Nicholas Avenue

3.6 An appraisal of St Nicholas Avenue is currently underway and further low cost remedial measures may be employed to reduce vehicles speeds.

4. Signs Renewal Programme

4.1 Works continue on the phased upgrading and renewal of advanced directional signs and other signs within Gosport. In the current year the County Council has provided a further £10,000 to conclude improvements on the northern sections of A32 Fareham Road.

5. Decriminalised Parking Enforcement

5.1 The Borough Council has been invited to consider undertaking decriminalised parking enforcement (DPE) as agent to the County Council. An assessment of the costs and merits of DPE is in progress with the assistance of consultants RTA Associates, whose services have been funded by the County Council.

6. Amenity Lighting

6.1 The County Council is progressing improvements to the street lighting on the old railway line and the Borough Council's £2,000 contribution from its Amenity Lighting budget is to be applied in support of improvements to the section from Station Road to Holbrook Recreation Centre.

7. Tables and Chairs on the Highway

7.1 The Borough Council Traffic Management team is responsible for licensing tables and chairs on the highway. Seven premises in the vicinity of Gosport High Street and two on Marine Parade are currently licensed.

8. Transportation

8.1 The Borough Council Traffic Management section works with the County Council to identify potential schemes for inclusion in the Local Transport Plan programme, assists with preliminary design and, where appropriate, implementation. The schemes are listed in a report elsewhere on the agenda.
