STRATEGIC PLANNING JOINT ADVISORY PANEL

A meeting of the Strategic Planning Joint Advisory Panel will take place on Wednesday 19 November 2003 at 10.00am in Committee Room A, Portsmouth City Council, Civic Offices, Guildhall Square, when your attendance is requested.

Parking is available in the Isambard Brunel multi-storey car park (see map attached) - Members are requested to pay for this at the time and claim back through the Members' Allowance system. Please report to Reception upon arrival and you will be directed to the meeting room. Refreshments will be served from 9.45am.

5. DRAFT ADDENDUM TO STRUCTURE PLAN SUPPLEMENTARY PLANNING GUIDANCE `IMPLEMENTING POLICY H4' (Report herewith)

To consider a report of the Hampshire Director of Environment, Portsmouth City Planning Officer and Southampton Executive Director of Development and Sustainability in respect of a draft Addendum to the Structure Plan Supplementary Planning Guidance which has been prepared to amplify the process and factors for deciding where to trigger a release of the reserve housing provision, should a release be necessary.

6. HAMPSHIRE HOUSE COMPLETIONS 2002-03 (Report herewith)

To consider a report of the Hampshire Director of Environment, Portsmouth City Planning Officer and Southampton Executive Director of Development and Sustainability detailing house completions in Hampshire for the year ending March 2003 and considers how the numbers relate to the Structure Plan and regional planning provisions and to the house completions forecast in last year's Policy H4 Monitoring Report.

7. SOUTH HAMPSHIRE STUDY (Report herewith)

To consider a report of the Hampshire Director of Environment, Portsmouth City Planning Officer and Southampton Executive Director of Development and Sustainability on the South Hampshire Study, due to be published shortly, which details the current and future situation of South Hampshire in relation to the economy, transport, housing and the environment.

8. ARRANGEMENTS FOR REGIONAL AND SUB-REGIONAL PLANNING IN HAMPSHIRE, PORTSMOUTH AND SOUTHAMPTON (Report herewith)

To consider a report of the Hampshire Director of Environment, Portsmouth City Planning Officer and Southampton Executive Director of Development and Sustainability detailing developments, at national and regional level, since the Panel last met.

9. DATES FOR MEETINGS OF THE PANEL IN 2004

To confirm arrangements for meetings of the Panel in 2004, as proposed below, following consultation between Hampshire County Council, Portsmouth City Council and Southampton City Council.
