1. DECLARATIONS OF INTEREST

All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. To consider the report of the County Treasurer on the implications of the Secretary of State for Education's recent announcement of his requirements for funding of schools budgets for 2004/05.

6. PRUDENTIAL CODE FOR CAPITAL FINANCE (Report herewith)

To consider the report of the County Treasurer on the implications of the new system for the control of local authority capital finance to be introduced from 1 April 2004.

7. "EVERY CHILD MATTERS" - A HAMPSHIRE PERSPECTIVE

To consider the joint report of the County Education Officer and the Director of Social Services on the Green Paper "Every Child Matters" published by the Government in September.

To consider the report of the Head of IT Services on three documents namely, the Members' IT Strategy and Plan 2003-2005, Implementing Electronic Government Return 2003 and the County Council's Government and ICT Strategy.

9. BUILDING BROADBAND INFRASTRUCTURE AND USAGE IN HAMPSHIRE (Report herewith)

To consider the joint report of the Head of Economic Development and Head of IT Services which sets out the background to developing broadband availability and take up across Hampshire, together with the current position.

10. PERFORMANCE PLAN (Report herewith)

To consider the report of the Chief Executive on various issues relating to the County Council's Performance Plan.
