1. Introduction

1.1 The Panel will be aware that the Local Government Pension Scheme (LGPS) was amended with effect from 1 May 2003 to make membership available to elected members under age 70.

1.2 At its meeting on 30 June 2003, the County Council's Independent Remuneration Panel agreed that both basic and special responsibility allowances should be pensionable for all qualifying County Council members. This decision was confirmed by the Standards Committee on 29 July 2003. The County Council agreed this recommendation on 18 September 2003.

1.3 The County Treasurer has written to all 70 qualifying councillors offering them LGPS membership and the option to backdate it to 1 May 2003.

1.4 So far 15 county councillors have responded. All have opted to join the Scheme and asked for their membership to be backdated to 1 May 2003.
