AT A MEETING of the STANDARDS COMMITTEE of the HAMPSHIRE COUNTY COUNCIL held at The Castle, Winchester on 26 November 2003.

85 DECLARATIONS OF INTEREST
Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should, normally at the time of the debate, declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed. No such interests were declared by any Members on this occasion.
86 CHAIRMAN'S COMMUNICATIONS
The Chairman referred briefly to the need to convene this extra meeting at relatively short notice, in order that the views of the Standards Committee on proposed changes to the Constitution could be communicated to the County Council at its meeting on 27 November.

88 PROPOSED AMENDMENTS TO THE CONSTITUTION - HIGHWAY AND TRANSPORT ADVISORY PANELS
The Committee considered the report of the Head of Corporate and Legal Services and Monitoring Officer (Item 4 in the Minute Book) seeking approval to a proposed change in structure for Highway and Transport Advisory Panels. The Chairman gave a brief explanation of the rationale behind the reorganisation: the four new Transport Panels would concentrate on strategy and would form part of the County Council's approach to Spatial Strategy.
RESOLVED:
That it be a RECOMMENDATION to the County Council
That amendments be made to the Constitution, Part 1: Chapter 10 - paragraph 10.2 as follows:

89 PROPOSED AMENDMENTS TO THE CONSTITUTION - POLICY FRAMEWORK
The Committee considered an additional report of the Head of Corporate and Legal Services and Monitoring Officer (Item 5 in the Minute Book). With the agreement of the Chairman, this report was presented pursuant to Section 100B(4)(b) of the Local Government Act 1972 in view of the need to keep the section of the Constitution relating to the policy framework up to date; delay would mean waiting for the next meeting of Standards Committee in January and the next subsequent meeting of the County Council in February.
RESOLVED:
That it be a RECOMMENDATION to the County Council:
That Part 1, Chapter 4, paragraph 4.01 of the Constitution be amended as follows:

Children's Services Plan
Health Improvement Modernisation Programmes
New Directions for Social Services
Add:
Delivering Better Services (replaces New Directions for Social Services)
