AUTHORITY TO CONSULT ON ESTABLISHING RESOURCED PROVISION AT CHERBOURG PRIMARY SCHOOL, EASTLEIGH

1. The County Council has 49 primary and secondary schools with resourced provision for pupils with special educational needs. Among them are several primary schools resourced to provide specialist support for pupils with emotional and behavioural difficulties (EBD). However there are no specialist places at schools in the south western part of Hampshire and for this reason children from this area have limited access to local provision and may therefore have to travel considerable distances to obtain the support which they need.

2. The opportunity has arisen to use space at Cherbourg Primary School, Eastleigh in order to make resourced provision for up to seven pupils with EBD. The school has accommodation for 378 pupils but only 336 pupils on roll, and the proposal is therefore that the space should be adapted to provide a specialist withdrawal space within the school. Capital funding for the necessary adaptations remains to be secured.

3. The introduction into a mainstream school of resourced places for pupils with statements of special educational needs amounts to a prescribed alteration under Section 28 of the School Standards and Framework Act 1998. It is therefore necessary to consult interested parties about the idea. The Executive Member for Education has therefore authorised the necessary consultation on the establishment of the proposed resourced provision, comprising a unit for seven children with emotional and behavioural difficulties at Cherbourg Primary School, Eastleigh.
