INTEGRATED RISK MANAGEMENT PLANNING
1 The Office of the Deputy Prime Minister (ODPM) has instructed Fire Authorities to formulate and implement Integrated Risk Management Plans. With the guidance provided, the Hampshire Fire and Rescue Authority has, by way of a joint Members'/Officers' Working Group, developed a draft Plan which focuses on the 6 key objectives of:
(i) Reducing number of fires and other emergency incidents;
(ii) Reducing the loss of life in fires and other emergency incidents;
(iii) Reducing the number and severity of injuries occurring in fires and other emergencies;
(iv) Reduce the commercial, economic, and social impact of fires and other emergency incidents;
(v) Safeguarding the environment and heritage;
(vi) Providing communities with value for money.
2 For year one, the approach has been to begin improving the risk intelligence available to the Fire Service in order to build a risk map of the communities which are served. After this, it is intended to refine the Service's response so as to drive down the risk of all hazards, not just fires. Importantly, equal weight will need to be given to intervention, protection and prevention; this being a major departure from the current predominant concentration on firefighting. Finally, the first year will be used to market and communicate to Hampshire Communities the fundamental change in the delivery of the Hampshire Fire and Rescue Service.
3 The draft Integrated Risk Management Plan is broken down into a number of key elements which, whilst independent, can be considered together with the Authority's Corporate Plan. The draft Plan comprises of a number of key documents including strategy statements; yearly action plans; resource requirements; risk assessment; consultation and marketing etc.
4 At its meeting on 17 September, 2003, the Authority endorsed its draft Integrated Risk Management Plan paying tribute to the relevant Members and Officers involved for what they had achieved in the time available. The next stage is for the Plan to go out to public consultation with all relevant stakeholders. The Authority very much welcomes the opportunities that the proposed measures will provide for developing the Fire and Rescue Service in Hampshire. The final draft of the Plan is to be presented to the Authority meeting on 11 February, 2004 for approval and implementation.
