    PART I

    REVIEW OF STRATEGY AREAS AND TRANSPORT STRATEGY PANELS.
    CHANGE OF NAME FOR HIGHWAY MANAGEMENT ADVISORY PANELS AND REVISED TERMS OF REFERENCE

    1. The Cabinet and the Executive Member for Environment have recently considered the rationalisation of the existing ten Transport Strategy Areas. Four strategic areas are now proposed namely: North East Hampshire, Mid Hampshire, Solent Transport Area and South West Hampshire, with boundaries as shown on the plan attached as Appendix 1 (copies also available in the Members' Rooms). These boundaries, which follow physical features including major roads, are not defined as hard lines on the plan deliberately so that cross boundary issues can be addressed by adjacent Panels. To complement these broader strategy areas, there will be increased emphasis on delivery and implementation at local level.

    2. In support of these arrangements, four new Area Transport Panels are proposed to replace the existing eight Transport Strategy Panels, one each for Solent, New Forest, North East Hampshire and Central Hampshire, with an aim to convene the inaugural meeting of each Panel in the spring of 2004. The terms of reference for each of the Panels are attached as Appendix 2.

    3. The Solent Transport area, together with the Unitary authorities of Portsmouth

      and Southampton, form the South Hampshire Regional Assembly Transport sub-region. The area is characterised by urban travel, especially travel to work.

    4. The New Forest area is characterised by tourist travel but will also have cross border connections with both the South Hampshire sub-region and the Bournemouth/Poole Unitary authorities.

    5. The North East is not yet defined by the Regional Assembly as a sub-region but is characterised by cross boundary travel, particularly to London, the Thames Valley and the Blackwater Valley.

    6. Central Hampshire forms the rural centre of the county with travel to and from market towns but with increasing travel to London and the South Coast.

    7. The impact on the County Council's overall proportionality of reducing the number of Area Transport Panels from eight to four with a County Council membership of five on each is as follows:

      In relation to the four proposed Panels, County Council membership of 3:2:0 in respect of the New Forest and Central Hampshire Panels is suggested and 3:1:1 in respect of the Solent and North East Hampshire Panels; this then meets proportionality requirements.

    8. As a result of the above proposals, the existing Highway Management Advisory Panels will have a greater responsibility for advising the Executive Members for Environment and Spatial Strategy on the implementation of all transport schemes, rather than just traffic management schemes, as at present. It is therefore proposed that the existing Panels be renamed Highway and Transport Advisory Panels and the terms of reference revised to take account of these changes; attached as Appendix 3. The Panels will retain their existing membership, constitution and working methods. However, in order to integrate issues and priorities of the local community into the work of the Panels and adopt a partnership approach to addressing them, they would each include up to three representatives from the District Local Strategic Partnership.

    9. In accordance with the Constitution, this matter will need to be considered by the Standards Committee.

    RECOMMENDATION

    (i) That the ten Transport Strategy Areas be revised to four Transport Strategy Areas, as detailed in paragraph 1 above, and as detailed on the plan attached as Appendix 1 and also available for inspection in the Members' Rooms.

    (ii) That the existing Transport Strategy Panels be wound up and replaced by four new Area Transport Panels with terms of reference and constitution as proposed in Appendix 2.

    (iii) That the existing Highway Management Advisory Panels be renamed as Highway and Transport Advisory Panels and have the terms of reference as proposed in Appendix 3, with the addition of up to three representatives each from the District Local Strategic Partnership.

    (iv) That the Constitution, Part 1: Chapter 10 - paragraph 10.2 be revised as follows:

      0 Labour in respect of the New Forest and Central Hampshire Panels, and 3 Conservative, 2 Liberal Democrat and 1 Labour in respect of the Solent and North East Hampshire Panels, with names of representatives notified to the Chief Executive in accordance with the usual arrangements.

    (vi) That the Chief Executive and the Director of Environment, in consultation
    with the Executive Member for Environment, be authorised to make any
    consequential arrangements required to effect these decisions. APPENDIX 1

    SOLENT TRANSPORT PANEL

    Terms of Reference, Constitution and Administrative Arrangements

    1. Title

      The Panel shall be known as the Solent Transport Panel and shall act in an advisory capacity only.

    2. Terms of Reference

      To advise the County Council's Executive Member for Environment on the development and implementation of transport strategies and programmes in the Panel area, as defined in the attached map. Matters relating to the development of the rapid transit system in Hampshire shall be dealt with by the South Hampshire Rapid Transit Procurement Panel and the Light Rapid Transit Development Panel. The Panel can advise on the implementation of individual schemes, although the primary responsibility for this advice will rest with the relevant Local Strategic Partnerships and Highway and Transport Advisory Panels, with whom the Panel will be expected to liaise. The Panel shall ensure consistency with overall policy objectives of the constituent Authorities. District representatives will be expected to facilitate liaison between their Councils and the County Council as Highway Authority, and to disseminate information within their Councils regarding deliberations of the Panel.

      To consider the transport aspects of development plan proposals at regional, sub-regional and local level.

    3. Constituent Authorities

    The Panel is constituted by:

      East Hampshire District Council

      Eastleigh Borough Council

      Fareham Borough Council

      Gosport Borough Council

      Havant Borough Council

    5. Chairman

      The Chairman of the Panel shall be the Executive Member for Environment, Hampshire County Council and his standing deputy shall be the Executive Member for Spatial Strategy, Hampshire County Council.

    6. Protocol

      All representatives shall use their best endeavours to resolve any outstanding differences, and agreement at the Panel will normally be by general consensus. Where this is not possible, the different views expressed will be reported to the Executive Member for Environment, Hampshire County Council for final determination.

    7. Officer Support

      The Principal Adviser to the Panel on transport issues will be the Director of Environment. District officers shall be jointly responsible for supplying advice and reports on development control/local planning issues in their areas.

    8. Secretarial Support

      Secretarial support will be provided by the Chief Executive, Hampshire County Council.

    9. Conduct of Meetings

      The conduct of meetings of the Panel shall be regulated by the Standing Orders of Hampshire County Council so far as the same are applicable to Committees.

    10. Quorum

      A quorum for meetings of the Panel shall be three of whom at least one shall be a member of the County Council as Highway Authority.

    11. Powers to Commit Expenditure

    The Panel shall have no powers to commit expenditure.

    NEW FOREST TRANSPORT PANEL

    Terms of Reference, Constitution and Administrative Arrangements

    1. Title

      The Panel shall be known as the New Forest Transport Panel and shall act in an advisory capacity only.

    2. Terms of Reference

      To advise the County Council's Executive Member for Environment on the development and implementation of transport strategies in the Panel area, as defined in the attached map. The Panel can advise on the implementation of individual schemes, although the primary responsibility for this advice will rest with the relevant Local Strategic Partnerships and Highway and Transport Advisory Panels, with whom the Panel will be expected to liaise. The Panel shall ensure consistency with overall policy objectives of the constituent Authorities. District representatives will be expected to facilitate liaison between their Councils and the County Council as Highway Authority, and to disseminate information within their Councils regarding deliberations of the Panel.

                      APPENDIX 3

    HIGHWAY AND TRANSPORT ADVISORY PANEL

    Terms of Reference

    1. To receive reports on highway management topics and programmes, to offer advice and recommendations to the Highway Unit Manager and to monitor and review highway management activities;

    2. To receive reports on the implementation of transport schemes in the Area Transport Strategy programmes relating to that district, to monitor and review progress on those schemes and offer advice and recommendations as appropriate to the relevant project managers;

    3. To consider Local Plan/Local Development Document transport issues where this is best dealt with at a District level;

    4. To advise on the detailed design of town transport action plans within an agreed framework; and

    5. That there will be the addition of up to three representatives from the District Local Strategic Partnership on the Panel for the purposes of integrating issues and priorities of the local community into the work of the Panels and adopting a partnership approach to addressing them.
