REPORT OF THE

HEALTH REVIEW COMMITTEE

PART II

PROGRESS ON WORK STRANDS

1. The first review on the Health of our Children and Young Persons - is now well under way and the working groups will formally report back to the Committee in January 2004.

2. Enquiries are received on various health issues and these are regularly reported to the Health Review Committee with recommendations for action. The approach adopted allows patient and public involvement forums (due to be established by 1 December, 2003) and other partner organisations (Hampshire District Councils, NHS Bodies, Voluntary and Independent Sector Providers and Organisations that are representative of Social Care Service Users and Carers) to raise issues with the Committee. Where enquiries raised with the Committee are already subject to monitoring or other performance management activities the action taken will be focused on the local resolution of enquiries through appropriate sign-posting to the agency best placed to respond. Where an issue cannot be satisfactorily resolved between the parties concerned then the options for further action can be considered by the Committee. Enquiries recently received included chiropody services; diagnostic and treatment centres; patient and public involvement; choice agenda; redevelopment of Queen Alexandra Hospital and services in South East Hampshire; delayed discharges and consultation on foundation hospitals. The action taken on each of these enquiries was reported to the Committee who were presented with a briefing note on each.

3. Consideration was given on proposals to vary or develop NHS services which included consultations by Eastleigh and Test Valley South and Mid-Hants Primary Care Trust's re provision of in-patient services for older people with mental problems in Eastleigh and Winchester - a progress report was received and endorsed - and Mental Health Services in North East Hampshire - the Committee endorsed the actions of the Chief Executive on this issue which reflected the approach to the overview and scrutiny of health which had been previously agreed by the Committee.

4. Proposals regarding Health Fit and the Blackwater Valley and Hart Consultation on changes to service provision at Fleet Hospital were still pending and the Committee was updated on the current situation.

5. The Committee endorsed the protocol for the Hampshire, Southampton, Portsmouth and the Isle of Wight Health Scrutiny Joint Committee and appointed Councillors: Bayford (Co-opted Member); Chapman; Ellis; Mrs. McNair Scott and Wright to the Joint Committee.
