1. Summary

1.1. That the Executive Member for Education note the report.

2. Background

2.1. The report sets out the current situation of the EOTAS service with particular regard to staffing and accommodation and presents an update on the ongoing monitoring and reporting of permanent exclusions.

2.2. The report also sets out the County Council's progress on the requirement, from September 2002, to make full-time provision available to permanently excluded pupils.

2.3. The paper also considers the effect of the budget consultation and implemented proposal from the Schools Forum on the use of the £0.5m of the £1.32m of preventative funding which was delegated to maintained secondary schools.

3. Reasons

3.1. The Executive Member for Education has requested that he be provided, on an annual basis, with an update on the EOTAS service and levels of permanent exclusion.

4. Other options considered and rejected - none.

6. Dispensation granted by the Standards Committee - not applicable.

Data on education provision for permanently excluded children, by the EOTAS service, for the Spring Term 2003.

The following data does not, for reasons of confidentiality, identify individual children but an interrogation of the database can be used to provide information and data associated with a specific pupil.

The data does provide:

· Summary data on EOTAS provision

· Numbers of permanent exclusions from secondary schools over the previous four terms.

· Detailed data on all pupils. (NB. The bullet points, below, correspond to the headings on the data sheets, reading from left to right).

· The EOTAS Education Centre at which each pupil is registered (by reference to the Education Department Area).

· National curriculum year group of each pupil.

· The school from which they were permanently excluded or last attended.

· The date of birth of each pupil.

· The `effective date' of the permanent exclusion.

· The date at which EOTAS provision began.

· Whether or not provision is full-time (and, if not, the reason for this).

· The current level of provision for each pupil.

· For those pupils not receiving full-time provision, the estimated time-scale by when it will be in place.

· For pupils no longer in EOTAS provision, the reason why and the date at which provision ceased.

· For each pupil, the length of time (in school terms) they have been in EOTAS provision.
