Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education `s Capital Programme in the appropriate financial year.

** A number of savings have been identified in order to reduce the gap between the estimate of costs and the funding currently available. These amount to approximately £185,000, excluding fees, and comprise adjustments of provisional sums for infrastructure works and a reduction in size of the new ICT block from four to three classrooms. This has been discussed in principle with the school and has been confirmed based on the reassessment of the number on roll and numbers at admission

Landlord Funded Work connected with this Scheme
There is no landlord funded work associated with this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

It is anticipated that the additional increase in fuel cost for the school will be in the order of £4,299 per annum, £4.14 per m².

The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
A successful basic need bid was made to the DfES as a result of forecast growth in pupil numbers.
This, together with funding from Eggars Trust, has enabled the proposed project to expand the school and provide much needed specialist accommodation.
3. DETAILS OF SITE
LOCATION
Eggars School is located off London Road, Holybourne, Alton.
ADJOINING LAND AND BUILDINGS
The school is surrounded by open countryside to the north, with areas of housing to the northeast and western boundaries. London Road is situated to the southeast of the school.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 24.8 acres (10.05 hectares). The DfES guideline for a school of this size is 15.29-16.62 acres (6.19-6.73 hectares). Although over size, there is no access available to enable any potentially surplus land to be sold.
PLANNING POSITION
A formal detailed planning submission was made during October 2003.
SUITABILITY FOR PROJECT
This scheme has been prepared in consultation with the Headteacher and Governors of the school and this scheme offers an effective and efficient solution to the school's current requirements.
RESULTS OF TRIAL BORE HOLES
Ground conditions are Made Ground/Topsoil overlying cohesive and granular units of the River and Valley Gravel. Groundwater was not encountered. It is proposed to use conventional strip foundations with ground bearing floor slabs for this scheme.
ACCESS
Vehicular and pedestrian access to the site is from London Road.
The Contractors will share the existing school access, and their compound will be on the grass area adjacent to the site.
COMMENTS ON SITE LAYOUT
The site is irregularly shaped, largely flat and low-lying, in a semi-rural area in close proximity to the Treloar College. The school buildings are clustered to the southeast of the site. The proposed new buildings are located in the land adjacent to the northwest facing the perimeter of the existing school buildings. They have been positioned to maximise existing circulation routes within the school and minimise the impact of the sports hall.
MAINS SERVICES POSITION
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
The site for the new buildings is currently occupied by the school football pitch and this gently sloping land will be levelled to create a consistent ground level for the new buildings. Existing trees will be retained between the new IT block and existing buildings, and further tree planting will be used to screen and shade the glazed facades of the sports hall. New hard landscaping will provide footpaths linking the buildings and new external hard play areas.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed to build a new IT classroom block and new sports hall, plus internal alterations to provide a new science laboratory, as follows:

PLACES PROVIDED
On completion of the project the school will provide 800 places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The main school building is of SCOLA construction, erected in the 1960's with additional SCOLA buildings being erected during the 1970's. These buildings are considered to be in fair condition for their age and type, and have recently undergone recladding of the majority of the facades.
TEMPORARY BUILDINGS
There are no temporary buildings on the school site and none are required for this scheme.SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The proposed new buildings have been positioned to maximise existing circulation routes within the school and minimise the impact of the sports hall. The main circulation route through the school is located on the eastern side, beginning at the main entrance foyer and culminating in a covered walkway access to the existing changing block. The new sports hall entrance is located adjacent to this walkway, which allow direct access for school children in the daytime and access from the parking area for after hours community use.
To minimise the impact of the sports hall, the building has been located with its shortest façade facing the site boundary, set into the landscape 40 metres from the northeast boundary which backs onto the gardens of residential properties.
The IT block is located opposite the sports building forming a new courtyard space for use as a play and sitting-out area.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The proposed new IT building is designed as a single storey block with four classroom spaces (each 80m²) linked by a glazed corridor, with ancillary spaces adjacent, using facing brickwork to blend with and complement adjacent buildings. The roof is of monopitch design, with a lower level to the link and ancillary accommodation, high level clerestorey windows to the teaching spaces afford good natural light and ventilation. The sports building and changing block will be built in the same brickwork and the roof of the hall will be clad in a profiled metal sheet with a light grey matt metallic finish. At high level the building will be clad in timber boarding. Window and doors will be of grey powder coated aluminium.
ACCESSIBLE FACILITIES
An accessible wc and shower will be provided in the proposed new sports hall. An accessible wc will be provided in the proposed IT suite. The scheme has been designed with level thresholds throughout. One dedicated accessible parking space will provided within the existing car park area.
HEATING AND VENTILATION SYSTEMS
ICT Suite classrooms
Heat pump air supply systems to provide summer cooling and winter heating plus automatic opening window control to provide natural ventilation when heating or cooling not required.
ICT Suite ancillary areas
Underfloor heating with natural ventilation.
Sports Hall
High level radiant heating panels and natural ventilation.
Changing rooms
Heated by warm air system and underfloor heating to circulation areas and high level heating pipe coils within equipment store rooms. Ventilation by natural and assisted mechanical means.
SPRINKLER SYSTEM
This is not a stand-alone building on a green field site and, in addition, an assessment concludes it to be a very low fire risk category building and therefore a sprinkler system will not be installed.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals have been approved by the Headteacher and Governors of the School as meeting the accommodation requirements of the School
CAR PARKING
Car parking provision will increase from 60 to 66 spaces, including a dedicated accessible parking bay.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Department, Chief Fire Officer, local Councillor.
5. THE BUILDING DEVELOPMENT
The proposed scheme provides the opportunity to create a dedicated IT building for the school, freeing up existing space to be converted into a new science laboratory. The proposed new Sports Hall will provide facilities for badminton, cricket, basketball and other sports for both the school and the local community.
