That the building design project appraisal for the scheme to provide a six classroom extension at Kings's School, Winchester be approved.

There are no landlord funded works being undertaken as part of this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

(a) Energy Costs
Upon completion of these works it is anticipated that the additional annual fuel cost will be in the order of £2,482 per year or £4.34 per m2.
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
The Governors of Kings' School wish to increase the school's capacity by the addition of six classrooms and are proposing to fund this development from the school's own resources.
As the County Education Officer reported on 18 July 2001 to the then Education Committee:
"It is important to ensure that there is an appropriate amount of accommodation for the numbers of pupils on site and it is accepted that the current amount of teaching space is inadequate."
The proposed development deals to some extent with this deficiency in amount and suitability of teaching space. Should further funds become available, planning consent for the development of six additional classrooms has also been obtained.
3. DETAILS OF SITE
LOCATION
Kings' School is located off Romsey Road, Winchester, to the south of the City of Winchester.
ADJOINING LAND AND BUILDINGS
The school is bounded by residential property to the east, south and west and by Sarum Road, farmland and a golf course to the north. The Tower Arts Centre is located adjacent the southern entrance from Kings Road.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area for the school is 26.3 acres (10.65 hectares). The DfES guideline for a school of this size is 28.4-30.6 acres (11.5-12.4 hectares).
PLANNING POSITION
Planning Consent for the project was granted in December 2002.
SUITABILITY FOR PROJECT
These proposals will provide a new classroom block comprising six general teaching classrooms of approximately 50m² each to address current numbers attending the school. Dependent on availability of future funding, the school has requested that a second phase be considered of up a further to six general teaching classrooms. The proposals have been prepared in consultation with the County Education Officer and the Headteacher and Governors of the School.
RESULTS OF TRIAL BORE HOLES
A previous site investigation undertaken during November 1998 for a new community building and classroom extension has been used in the development of this latest phase of works. The results revealed the ground condition as being partly weathered chalk with no ground water being reported.
Foundations for the proposed extension are likely to be conventional strip footings
ACCESS
Vehicular and pedestrian access to the site is generally from Romsey Road. Contractors' access for construction of the classroom block will be via a temporary haul road from the Sarum Road entrance. In this way, conflict with school use should be minimised.
COMMENTS ON SITE LAYOUT
The school buildings are positioned to the west of the site with the school playing fields extending to the north and northeast.
The latest phase of development, currently on site, provides a music and drama extension to the southern elevation of the main school building.
The proposed new classroom block extension would be located to the west of the existing Sarum/SCOLA block in the area of the school's upper playing field bordering the residential properties of Woodfield drive. The location has been selected as it forms a natural extension to the existing campus, is well-screened from the existing residential properties by a belt of mature trees and is the least intensively used of all the school's playing field areas.
MAINS SERVICES POSITION
The existing mains services are considered to be of a sufficient capacity to be extended and adapted as required to serve the proposed new accommodation.
MAINTENANCE IMPLICATIONS
The site will be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Landscaping associated with these works will comprise a new ramp access to the new building together with associated planting.
4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed to construct a single-storey building in order to minimise impact on the existing open space. The building is divided into a front and rear block, separated by a top lit and naturally-ventilated corridor that benefits from north light and allows the external circulation required by the school to be both shared and covered, affording protection from the elements and enabling full enclosure in the future if funding becomes available. An accessible approach to the new block will be provided from the adjacent Sarum/SCOLA block.
The building will provide six general teaching classrooms, a staff office, pupil wc's and accessible wc and a plant room.
PLACES PROVIDED
Approximately 135 places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The main school was constructed in 1958 and is of traditional load-bearing brick construction. The school has been developed over a number of years and the campus buildings are of a number of different architectural styles. The existing buildings on site are considered in be in fair condition for their age and type.
An existing pavilion and shed on the proposed site will be removed, the school having confirmed that these structures are surplus to current needs.
TEMPORARY BUILDINGS
The school are applying for an extension to the current planning permission in order to relocate and retain the temporary accommodation for the duration of these works.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The proposed classroom block has been specifically positioned to the west of the existing Sarum/SCOLA block to form a natural extension to the existing campus and to provide a natural tree belt of screening from existing residential properties. The school have confirmed that the area of land on which it is proposed to build will have little, if any, effect on current playing field configuration.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
External walls will be of facing brickwork to match the existing school to the rear classroom block and timber boarding to the front classroom block. Windows and doors will be painted timber. The roof will be pitched profiled metal.
ACCESSIBLE FACILITIES
An accessible approach to the new block will be provided from the adjacent Sarum/SCOLA block.
HEATING AND VENTILATION SYSTEMS
The proposed space heating will be via a gas-fired underfloor system. Ventilation will be by natural means to the classrooms with mechanical extract to the wc areas.
SPRINKLER SYSTEM
A risk assessment has been carried out and concludes this to be a very low fire risk category building and therefore a sprinkler system will not be installed.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by Building Regulations. The area in question is also under surveillance by the school's CCTV system.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals have been approved by the Headteacher and Governors of the School as meeting the accommodation requirements of the School.
CAR PARKING
A travel plan has been prepared by the school. The school do not envisage that the new classroom block will materially affect the numbers arriving at the school as the new building is intended to address current numbers attending. Therefore no additional car parking spaces will be provided.
CONSULTATIONS
The following have been consulted during the development of the project: Westgate School Governors, County Education Officer, Director of Environment, District Council, Estates Practice, Executive Member - Education, Local County Councillor, Department for Education and Skills (DFES).
