Summary

1.1

The Frogmore Centre for Advanced Studies (FCAS) is a centre of excellence for post-16 adult and community education and is located on the Frogmore Community College campus south of Reading Road, Yateley. The FCAS identity was launched in September 2002 following a period of consultation with Year 11, 12 and 13 students which identified a need for a specialist building and identity for the Sixth Form, with the intention of creating a major difference between school (11-16) and college (adult environment). It is therefore proposed to provide specialist spaces for this purpose.

The total cost of the scheme is £648,000, excluding fees. An allocation of £648,000 has been made in Education's 2003/04 Capital Programme.

The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

Scope of the Works

2.1

The proposed development involves a refurbishment of existing internal areas and a new extension to provide two seminar spaces to accommodate class sizes of approximately 16 students in each and refurbishment and reconfiguration of existing spaces to provide wc and resource areas.

2.2

Landscaping works include a dedicated FCAS external space and seating area to be formed consisting of a paved area accessed from the repositioned common room in the existing FCAS block and the glass corridor in the new extension. Adjacent to the paved area will be a raised flower bed with a sample specimen tree as the focus of the courtyard.

Funding and Timing

3.1

An allocation of £648,000 has been made in Education's 2003/04 Capital Programme.

3.2

Subject to the necessary approvals it is anticipated that tenders will be invited during March 2004, work will commence on site during May 2004 and be completed during December 2004.

Recommendation

That the Executive Member for Education advises the Executive Member for Policy and Resources that the design project appraisal be approved.
