      Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in Education's Capital Programme in the appropriate financial year.

Value of Land already acquired for this Project

The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

(a) Energy Costs

        It is anticipated that the additional increase in fuel cost for the school will be in the order of £750 per year, £5.00 per m².

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          The school currently uses a large classroom as both a teaching space and the school hall. This causes organisational problems for the teachers at lunchtimes and when other year groups wish to access the hall in order to do PE.

          It is one of the few schools in the County that has a site which is large enough on which to build a school hall, but does not have such a facility.

          The proposed development will provide the school with a hall and release the existing classroom as a full-time teaching space.3. DETAILS OF SITE

          LOCATION

          Grateley Primary School is located at High Street, Grateley, Andover.

          ADJOINING LAND AND BUILDINGS

          Grateley Primary School is situated in the small village of Grateley to the southwest of Andover. The site is directly bounded to the north and east by the main village high street. Residential accommodation with fields beyond surround the school to the east, north and west. Grateley House private school is to the south with a train line and open fields beyond.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The total site area is 1.88 acres (0.76 hectares). The DfES guideline for a school of this size is 1.83 acres (0.75 hectares).

          PLANNING POSITION

          A formal planning application was submitted to the Environment Department during October 2003.

          SUITABILITY FOR PROJECT

          The suitability of the proposed new accommodation has been agreed by the Headteacher and Governors of the school as being the most appropriate way of providing the school with a new hall.

          RESULTS OF TRIAL BORE HOLES

          A site investigation was carried out during December 1999 and revealed made ground to 0.45m depth overlying firm silt to 1m depth overlying a structured slightly weathered chalk. One pit revealed that part of the existing building is founded on made ground. Groundwater was not encountered.

          Foundations will be trench filled, stepped as required, to suit the level of chalk.

          ACCESS

          Pedestrian and vehicular access to the school is from the High Street, to the east of the site and the proposals outlined in this appraisal will not affect the existing access arrangements. Due to the layout of the building on site and the position of the only vehicular access it will be necessary to carefully plan the access arrangements and the area to be used as the contractor's compound prior to any building works commencing on site.

          COMMENTS ON SITE LAYOUT

          The main school buildings are situated towards the north of the site with a hard playground area to the south. The school is made up of the original Listed building dated pre 1903, with a separate toilet block. Extensions including a kitchen, classroom and library, along with two covered walkways to connect the buildings, have been added since. The school does not have a playing field within the site boundary and use a detached playing field which is located to the northeast of the school site on the outskirts of the village.

          The proposed new hall is located to the west of the existing school buildings and will be connected to existing classrooms by a new lobby.

          MAINS SERVICES POSITION

          Existing mains services on site are of sufficient capacity to be extended or adapted as necessary to serve the proposed accommodation.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

          LANDSCAPE PROPOSALS

          New landscaped planting beds will be constructed using treated timber logs around the new access ramp. Where possible, existing shrubs and trees will be retained or re-used.

      4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

          It is proposed to provide a new hall (120m²) with associatd store and kitchen servery and a link lobby to the existing school. A ramp will be installed between the new hall and the playground, to replace the existing. By locating the ramp at the front of the hall, space will be made available to retain the existing external play equipment. The oversized classroom presently used as a hall will be reconfigured to provide a resource/library area and classroom.

          PLACES PROVIDED

          Nil.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The main traditional school building is Listed and several extensions have been added over the past ten years. These buildings are considered to be in good condition for their age and type.

          TEMPORARY BUILDINGS

          There are no temporary buildings on site and none are required for this scheme.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The original school building is a listed building that has been extended in recent years. The design of the proposed new hall resembles a rural barn and keeps the scale and massing of the development to a minimum. The new hall has been positioned to avoid disturbing the existing trees to the boundary as these provide important enclosure to the site and effectively screen the new hall. A new store and servery for the hall will be constructed at the rear of the hall and have been designed to create an external area for the adjoining classroom, whilst maintaining daylight to the existing classroom.

          TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          The proposed new hall has been designed with a barn hipped slate roof to allow the eaves and ridge to be kept as low as possible. This roof form, together with use of stained timber and render complements the adjacent school buildings.

          ACCESSIBLE FACILITIES

          A ramp will be installed between the new hall and the playground to replace the existing. By adjusting ground levels to suit the ramp, excessive changes in level should be avoided, together with the need for guarding. The scheme has been designed with level access throughout.

          HEATING AND VENTILATION SYSTEMS

          The existing low pressure hot water system feeding radiators will be extended. Ventilation to the hall with be through a combination of opening windows and mechanical extracts.

          SPRINKLER SYSTEM

          A risk assessment has been carried out and an assessment concludes this to be a very low fire risk category building and therefore a sprinkler system will not be installed.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by current Building Regulations.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          These proposals have been approved by the Headteacher and Governors of the School as meeting the accommodation requirements of the School.

          CAR PARKING

          There is no car parking provision at this site for staff or visitors and the road just outside the school site is used for parking. The proposals outlined in this appraisal will not alter the current car parking arrangements.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Department, Access Officer, local Councillor.

      5. THE BUILDING DEVELOPMENT

          This scheme will provide a new general purpose hall at Grateley Primary School, freeing up space within the existing school to create a resource/ library area and classroom.

      7. FURNITURE AND EQUIPMENT

          From the block vote in the Education Committee's Capital Programme.

      8. STAFFING

          The staffing requirement of the school is not affected by this scheme.
