Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in Education's Capital Programme in the appropriate financial year.

There is no landlord work associated with this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

It is anticipated that the additional increase in fuel cost for the school will be in the order of £2,959, £4.53 per m².
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
A bid was made to the DfES in September 2001 under the Basic Need heading in order to extend the school by 118 places, giving a capacity of 1,215 places.
There are currently 1,159 pupils on roll which is projected to rise to 1,215 by September 2006.
The proposed scheme will extend the school with the appropriate number of additional places by the provision of specialist music and drama rooms.
3. DETAILS OF SITE
LOCATION
Priestlands School is located at North Street, Pennington, Lymington.
ADJOINING LAND AND BUILDINGS
This is a school `campus' site, shared with Pennington C of E Junior School and Pennington County Infant School. The site is bounded by residential development on all sides To the north, mature woodland screens the site from residential development and the town beyond. To the east and south, mature hedge and trees screen the site from Milford Road and North Street, with residential developments fronting the roads.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 25.87 acres (10.47 hectares). The DfES guideline for a school of this size is between 20.26-21.96 acres (8.2-8.89 hectares).
PLANNING POSITION
A detailed planning submission is due to be submitted to the Environment Department during November 2003.
SUITABILITY FOR PROJECT
The existing drama space is within a converted section of the school building that was originally the kitchen. Music is located in a separate facility within the Gurney Dixon building which was accommodated by conversion and extension during the last major phase of works at the school. These proposals will provide new purpose-built music and drama facilities at the school. The scheme has been prepared in consultation with the County Education Officer and the Headteacher and Governors of the school.
RESULTS OF TRIAL BORE HOLES
A site investigation was undertaken at this site in connection with the recent scheme to provide a sports hall which revealed ground conditions to be silty/clay and sandy clay gravel and sandy/gravel under.
The site was found to have a high water table. It is proposed to construct this building as a frame from trench fill foundations, solid block walls and a mix of ground bearing and suspended beam and block floors, to suit the ground levels.
ACCESS
The existing pedestrian and vehicular access into the site is from North Street and is used by both the school and public using the recreation centre. A second pedestrian access is via a lit footpath through the adjoining woodlands (Priestlands Road) to the north and from Milford Road/Stanford Hill to the east. A bus drop-off area on Stanford Hill leads directly into the school site.
Cycle access into the site is from North Street. The School Transport/Travel Plan includes improvements to the existing facilities for cycling, walking and bus use in connection with both the school and the recreation centre.
Existing pedestrian/vehicular access will be extended to the garden entrance of the site. This will provide two accessible parking spaces and a service bay to the building.
COMMENTS ON SITE LAYOUT
The site is irregularly shaped, the school buildings being centrally located on the site. It is proposed to locate the new music/drama building to the north of the existing two-storey SCOLA block, and adjacent the `Listed' Gurney Dixon building. This scheme presents an opportunity to continue to improve the use of the external learning and recreational spaces created during the last phase of works.
Refurbishment works are proposed to the existing drama space located alongside the hall in the original 1950's school building. This will be subdivided to form two general teaching spaces.
The proposed extension to the dining facility is located to the west of the campus alongside the Nichol's building. This will occupy an area of courtyard that is at present under-utilised.
MAINS SERVICES POSITION
The existing mains services will be adapted as required to serve the proposed additional accommodation. A new gas, electricity and water supply will be taken from the incoming mains supply, the electrical transformer being upgraded to meet the additional demand.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Landscaping works include two accessible parking bays and a paved pedestrian link to the new building. The landscape around the perimeter of the new building is to be enhanced to provide a shaded garden.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed to provide a new music/drama building as a benefit for both the school and the local community, to include two music rooms, four practice rooms, two drama rooms and associated stores and wc's. The existing drama space within the main school building will be refurbished to provide two additional classrooms. It is also proposed to extend the existing dining facility located adjacent to the Nichol's building.
PLACES PROVIDED
118 additional places, taking the capacity to 1,215.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
Priestlands Secondary School comprises a range of school buildings of traditional and SCOLA build, dating from 1957 through to the 1990's.
TEMPORARY BUILDINGS
Two temporary buildings are currently positioned adjacent to the Nichol's building and these will be removed once the proposed music/drama block is constructed.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The proposed music/drama building and the extension to the dining facilities have been designed to complement existing buildings on site. The siting of the music/drama building has been chosen to take advantage of an area to the west of the Gurney Dixon Centre and to the north of the existing Nichol's building.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The building is designed so that key spaces are readily identifiable and accessible. The building's form is simple with rendering and aluminium framed windows. The taller accommodation sits either side of the entrance and is arranged to enclose the garden area between the building and the Gurney Dixon Centre.
ACCESSIBLE FACILITIES
It is proposed to provide an accessible wc within the new music/drama building and two accessible parking spaces in the grounds leading up to the building.
HEATING AND VENTILATION SYSTEMS
With the exception of the smaller spaces, all areas in the building will have underfloor heating. The drama, music and practice rooms also have mechanical ventilation. The music rooms are also designed for natural ventilation as and when conditions permit.
Additional ventilation is required as a result of the recently introduced more stringent acoustic regulations (BB93) which since July 2003 form part of the Building Regulations.
SPRINKLER SYSTEM
A risk assessment has been carried out and concludes this to be a very low fire risk category building and therefore a sprinkler system will not be installed.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals have been approved by the Headteacher and Governors of the School as being the most appropriate to meet the accommodation requirements of the School.
CAR PARKING
There are currently car parking spaces distributed around the school site. Two accessible car parking spaces are to be provided as part of this scheme.

The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Department, Building Control, Hampshire County Council Access Officer, Drama Inspector, local Councillor.
5. THE BUILDING DEVELOPMENT
This scheme will provide a dedicated music/drama facility for Priestlands School and community users, improved dining facilities and internal refurbishment works to the existing drama room to be used as two general teaching spaces.
