Summary

1.1

Test Valley Secondary School is located in a rural area off Roman Road, Stockbridge. There are currently 732 pupils on roll (11-16 years). The original traditionally built school building was constructed in 1961 with several additions being made since then, the most recent construction being an additional art room completed in 2002.

1.2

The total cost of the scheme is £600,000, excluding fees. An allocation of £514,000, excluding fees, has been made in Education's 2003/04 Capital Programme, and an Education contingency contribution of £86,000, excluding fees, is available subject to the approval of the Executive Member Education.

The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

Scope of the Works

2.1

It is proposed to provide a new Language Block, consisting of four language classrooms, wc's and offices, together with remodelling of two general classrooms in the Main Block to provide a new science laboratory. The proposed new Language Block will be sited to the south of the school site between the ROSLA and Main Block, completing the enclosure of a courtyard area.

2.2

Landscaping proposals to the Language Block include grassed external areas divided by shrub planting to form a series of external spaces adjacent each classroom. Ramped footpaths will link the new building to the Main Block and the RoSLA Block and some tree planting screens the pool area.

Funding and Timing

3.1

An allocation of £514,000, excluding fees, has been made in Education's 2003/04 Capital Programme, and an Education contingency contribution of £86,000, excluding fees, is available subject to the approval of the Executive Member Education.

3.2

Work will commence during February 2004 with completion during August 2004.

4.

Procurement

It is proposed to negotiate this contract with Braziers, a County Council Framework Contractor, who are currently on site with the NOF Sports Hall scheme. It is anticipated that significant savings will be achieved by employing the same contractor on both contracts.

Recommendation

That the Executive Member for Education advises the Executive Member for Policy and Resources that the design project appraisal be approved.
