Summary

1.1

Wherwell Primary School is located at Longparish Road, Wherwell, Andover. There are presently 122 pupils of 4-11 years of age on roll. The main school building was constructed in 1910, with staff room, toilet block, kitchen and dining hall extensions being added during the 1990's.

1.2

The total cost of the scheme to provide two classrooms, a staff room and a group room, thus facilitating the removal of a temporary building in very poor condition and enable other improvements to the school at the same time is £522,000, excluding fees. An allocation of £452,000, excluding fees, has been made from Education's 2003/04 Capital Programme Modernisation funding, Staff Workplaces fund of £34,000, excluding fees, and a School contribution of £36,000 is also available.

The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

Scope of the Works

2.1

It is proposed to construct extensions to the existing main school building to provide two classrooms, a staff room and a group room. Additionally, one existing classroom (which is below the recommended area) will be converted to an ICT room. This scheme will facilitate the removal from site of an existing temporary classroom. It will be necessary, as part of the scheme, to enlarge the existing boiler room to accommodate the new extension. A new access, wc and shower will also be provided as part of this scheme, together with an outside store for the reception class play equipment.

2.2

Landscaping proposals associated with this scheme include the extension of an existing hedgerow at the front of the site and new planting to the western boundary to provide a continuous hedgerow. The removal of the temporary classroom will enable the area to be reinstated and form an extension to the existing adjacent hard play area.

Funding and Timing

3.1

An allocation of £452,000, excluding fees, has been made from Education's 2003/04 Capital Programme Modernisation fund, Staff Workplaces funding of £34,000, excluding fees, and a School contribution of £36,000 is also available.

3.2

Subject to the necessary approvals it is anticipated that tenders will be invited during January 2004, work will commence on site during March 2004 and be completed during August 2004.

Recommendation

That the Executive Member for Education advises the Executive Member for Policy and Resources that the design project appraisal be approved.
