There is no landlord funded work associated with this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

(a) Energy Costs
It is anticipated that the additional increase in fuel cost for the school will be in the order of £881 per annum, £4.49 per m².
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
The school does not have a hall. Funding from NDS Modernisation has been identified to enable the proposed scheme to be produced.
A new hall will provide much-needed accommodation, enabling the physical education curriculum to be delivered and also allow whole school gatherings, etc.
3. DETAILS OF SITE
LOCATION
Whitewater Primary School is located in Rotherwick, Hook.
ADJOINING LAND AND BUILDINGS
The school is situated on a country lane, in a village setting, surrounded on all sides by fields and some residential properties.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 2 acres (0.8 hectares). The DfES guideline for a school of this size is 1.9-2.21 acres (0.7725-0.8950 hectares).
PLANNING POSITION
Planning permission for this scheme was submitted during October 2003.
SUITABILITY FOR PROJECT
These proposals have been approved by the Headteacher and Governors of the School as meeting the accommodation requirements of the School.
RESULTS OF TRIAL BORE HOLES
Due to the ground's shrinkage potential, seasonal variations in moisture content and proximity of cherry and sycamore trees, it is proposed to suspend the external walls and ground slab on ground beams, which in turn span between mass concrete pad foundations. The mass concrete pads will be taken down to a depth of at least 1.8m below existing ground level in accordance with NHBC and other good practice guidelines.
ACCESS
Vehicular and pedestrian access to the school site is from The Street. The contractor's access will be via the main school gates, all deliveries will be monitored by the contractor's site agent. During key school periods contractors will not deliver to the site. The contractor's compound will be separate from the play areas, adjacent the area of the proposed new hall.
COMMENTS ON SITE LAYOUT
The school campus is rectangular in shape, with the school buildings clustered to the southwest. The proposed new hall will be sited to the rear of the site behind the existing school buildings.
MAINS SERVICES POSITION
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Landscaping works associated with this scheme include :
· oil tank to be relocated and site reinstated
· paving under new canopy area.
· timber deck to new hall
· grassed areas around new hall.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
This scheme will provide a new 150m² multi-purpose hall to be used for the following activities:
· dining area
· dance/music area
· assembly area
· gym activities
Two associated storage areas will be constructed for PE equipment and storage of tables and chairs. An external timber deck area will be constructed to the east elevation with access directly from the hall.
The existing covered link way will be extended to link the existing kitchen and outdoor play area to the proposed new hall.
PLACES PROVIDED
The school will provide 133 places on completion of the project, ie no change to the current level.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The original school building is of traditional construction, with traditional extensions being added in 1981 and throughout the 1990's. These buildings are considered to be in good condition for their age and type.
TEMPORARY BUILDINGS
There are no temporary buildings currently on site and none are required for this scheme.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The proposed new hall and covered link way has been designed to complement the existing buildings on site and to rationalise the area to the rear of the main school buildings by forming a link to an existing play area and kitchen.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The proposed new hall comprises brickwork and glass outer skin and a zinc and tile pitched roof to complement existing school buildings. A timber deck to the east elevation will be accessed via the main hall doors. The storage areas will be constructed using brick cavity wall. The extension to the covered link will be a combination of steel structure and patent glazing to match the existing covered way.
ACCESSIBLE FACILITIES
The scheme has been designed with level thresholds throughout.
HEATING AND VENTILATION SYSTEMS
Fan convectors are to be provided within the new hall. The existing radiators within the proposed IT suite are to be removed and replaced to accommodate electrical trunking.
All areas to have natural ventilation using windows and roof lights.
SPRINKLER SYSTEM
The new hall will be located on an existing school site. After completing an approved risk assessment, the provision of an independent sprinkler system for this modest and low-risk addition to the school, would not appear to represent a significant contribution to the users and assets. It is therefore recommended that no sprinkler system is installed.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
This scheme has been designed to provide a new multi-use hall with a covered link to the existing school buildings and has been agreed by the Headteacher and Governors of the School as being the most appropriate design solution.
CAR PARKING
The car parking requirements of the School will not change as a result of this scheme.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Department, Access Officer, local Councillor.
5. THE BUILDING DEVELOPMENT
The proposed scheme will provide an improved dining, assembly and activity area for the School.
6. BUILDING MANAGEMENT

Existing arrangements will apply.
CATERING
Existing arrangements will apply.
7. FURNITURE AND EQUIPMENT
From the block vote in the Education Committee's Capital Programme.
8. STAFFING
The staffing requirements of the school will not change as a result of this scheme.
