A3 Bus Priority Corridor - Section 2a Purbrook Village
TRAFFIC REGULATION PROPOSALS - A3 LONDON ROAD, PURBROOK
STREET PARKING AND LOADING/UNLOADING RESTRICTIONS
RESULTS OF PUBLIC ADVERTISEMENT - MAY 2003
Proposals for the A3 Corridor include rationalisation of the existing on-road parking restrictions in Purbrook to allow pedestrian and carriageway improvements. There is not sufficient highway land or road space available here for the creation of bus lanes as in other sections of the corridor. Therefore, traffic management at the entrance to the village provides the main bus priority measures and the general principle in the village has been to maintain the existing on-road parking etc but in a style and manner to better suit local needs and the improvement scheme.
Considerable consultation has been undertaken with the local Member, local residents and local businesses about the on-road parking and loading requirements within Purbrook village. The best layout possible has been produced to cater for the sometimes conflicting local needs and also the pedestrian and bus shelter facility improvements. These were advertised in March 2003 for formal public comment and the details of the response are shown below.
1. Councillor McIntosh, local Hampshire County Council Member
Following discussion with local residents Councillor McIntosh has requested a small change to the northern end adjacent to 64-74 London Road. In order to cater for residents of the flats above can the parking area be unrestricted (as further south) and the loading area moved a little to the north?
This would not have an impact on the A3 Corridor improvements but may affect the availability of parking for shop customers. To undertake the change the original proposals here will require redrafting and readvertising but this would not impede the delivery of the improvement scheme. Therefore the objection/request can be accepted/included in the project with no real detriment to the principles of the scheme.
2. Miss J A Spencer, 50 London Road, Purbrook
Miss Spencer owns a car which at present she can park outside her property on the A3 London Road. The proposals would remove her ability to do this since footway widening for pedestrian improvements and new bus stops mean that the road is no longer wide enough for parking. Her property does not have any existing off road parking and it is not feasible to provide this for her as accommodation works. Miss Spencer objects to this loss of amenity.
The proposed layout has been re-examined to see if this problem can be avoided. The layout is dictated by the location of the bus shelters and pedestrian crossing, which unfortunately are in the only viable positions given the many physical constraints of the site. Therefore it would not be possible to retain parking outside her property without removing the main improvements of this section of the corridor.
Under the proposals the nearest on-road parking would be approximately 20 metres north in a restricted parking bay sufficient for two cars with another restricted parking bay for five cars approximately 50 metres north and it has been suggested that she could park here. However Miss Spencer does not think it practical since it will be used by adjacent residents (or they will be upset if she uses it) and that the restrictions will make it difficult to use. She maintains that there is not enough on-road parking to meet the demand, even if those residents with off-road parking used it.
Recommendation
Overall the amount of on road parking within Purbrook is slightly reduced by the proposals (approximately seven car spaces less from a total of 26). However, given that the main principle of the A3 Corridor is to provide bus priority, that the proposals create passenger and pedestrian improvements, that measures are being included to encourage greater use of the existing off road public car park (by creating a new pedestrian footway and improving the lighting and security) then it is recommended that the proposals be adopted and the Traffic Regulation Orders made under delegated powers.
