Summary |

1.1 |
Priestlands School is a secondary school located at North Street, Pennington, Lymington. There are currently 1,143 pupils on roll (11-16 years). The campus comprises a mix of buildings, including a historic Coach House built in 1760, a recreation centre and a range of school buildings of traditional and SCOLA build. |
1.2 |
The total cost of the scheme is £1,238,000, excluding fees. An allocation of £756,000, excluding fees, has been made in Education's 2003/04 Capital Programme, plus a contingency sum of £76,000, excluding fees, subject to the approval of the Executive Member Education. A school devolved capital contribution of £220,000, excluding fees and School Specialist Status funding of £108,000, excluding fees, are to be made. |

The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal. |

2. |
Scope of the Works |

2.1 |
It is proposed to provide a new music/drama building as a benefit for both the school and the local community, to include two music rooms, four practice rooms, two drama rooms and associated stores and wc's. The existing drama space within the main school building will be refurbished to provide two additional classrooms. It is also proposed to extend the existing dining facility located adjacent to the Nichol's building. |

Landscaping works include two accessible parking bays and a paved pedestrian link to the new building. The landscape around the perimeter of the new build is to be retained and enhanced to provide a shaded garden. |

Funding and Timing |

3.1 |
An allocation of £756,000, excluding fees, has been made in Education's 2003/04 Capital Programme, plus a contingency sum of £76,000, excluding fees. A school devolved capital contribution of £220,000, excluding fees and School Specialist Status funding of £108,000, excluding fees, are to be made. |
3.2 |
Subject to the necessary approvals it is anticipated that tenders will be invited during January 2004, work will commence on site during June 2004 and be completed during January 2005. |
4. |
Procurement |
4.1 |
It is proposed to undertake the project through a design development and construct approach with Mansells plc, the successful tenderer for the sports development project, which is being procured on the same basis. The programmes require the projects to overlap and it would be inappropriate from a health and safety aspect to have two contractors undertaking major works on the site at the same time. The proposed negotiation will be based on the competitive tender for the sports project. This will achieve the earliest completion, minimise the period of disruption and achieve economies in site costs. |
