That the building design project appraisal for a scheme to extend the Early Years Centre at Park Primary School, Aldershot be approved.

Please note that the actual bid to the Children's Centre will total £100,000 (including fees). £72,000 has been allocated towards this scheme and £28,000 will be used for the fit out of the new centre and will form a separate contract.

There is no Landlord funded work associated with this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.
Building Cost - Net Cost = £1,330 per m2 excluding abnormals of £40 per m2 associated with the substructure.

It is anticipated that the additional increase in fuel cost for the school will be in the order of £4.57 per m2.

The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
The Neighbourhood Nurseries Initiative (NNI) was launched by the Government in February 2001. The scheme aims to support children and families in the most disadvantaged areas by providing new childcare services so that parents may return to the world of work.
Park Early Years Centre (EYC) in Heron Wood ward, Aldershot is one of the five wards in Hampshire which fall within the 20% most disadvantaged nationally on the Index of Multiple Deprivation (IMD). The NNI plan is integral to the Early Years Development and Childcare Strategic and Implementation Plans, which aims to support the development of high quality, affordable and accessible early education and childcare places.
The audit of provision (updated June 2003) has indicated a significant shortfall of nursery education places (128) places. Therefore the proposed additional places, including childcare, will provide an important service for local families, who under the NNI criteria will be given priority. The enhanced facilities at the EYC will enable additional advice and family support to be made available to local parents and as such has been proposed as a children's centre for approval by the Sure Start Unit.
3. DETAILS OF SITE
LOCATION
Park Primary School is located at Gloucester Road, Aldershot.
ADJOINING LAND AND BUILDINGS
The school is bounded by residential accommodation to all sides.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 4.2 acres (1.7 hectares). The DfES guideline for a school of this size is 3.07 to 3.51 acres (1.24 to 1.42 hectares).
PLANNING POSITION
A formal detailed Planning Application is due to be submitted during November 2003.
SUITABILITY FOR PROJECT
These proposals will enable the temporary nursery facility to be operational by 31 March 2004 and for the new permanent nursery to be completed by September 2004. The nursery will fulfil the criteria of the Neighbourhood Nurseries Initiative by providing a 69 place day nursery for 0 - 5 year olds.
RESULTS OF TRIAL BORE HOLES
Park Primary School was constructed during 1993. A full site investigation was undertaken at that time, the results of which have been used in the preparation of this report.
The site consists mainly of firm clay and it is proposed to use traditional strip / trench foundations with a ground bearing floor slab.
ACCESS
Vehicular and Pedestrian access to the school site is from Gloucester Road to the west of the site. For the duration of the contract the contractor will use this main entrance and a secure compound will be established to the north of the existing school, adjacent to the site of the new Early Years Centre.
Appropriate arrangements regarding deliveries and the movement of construction vehicles around the site will be made locally with the school to ensure site safety is maintained at all times during the construction period.
Access to the proposed new Early Years Centre will be via the main school entrance with a new pedestrian pathway leading to the Centre.
COMMENTS ON SITE LAYOUT
The school site is roughly diamond shaped with the main school building positioned centrally, with its playing fields to the south. The main entrance is from Gloucester Road to the west.
The proposed new Early Years Centre will be constructed to the north of the school on an area currently laid to grass.
MAINS SERVICES POSITION
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed new accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
It is proposed to create covered outside play areas to the south of the group rooms. External play areas will be fenced to a height of 1200mm with a secure fencing material which allows views through to other areas.
Soft landscaping will include the planting of shrubs and trees around the site which will offer privacy and shade and will pull the buildings together whilst creating separation between the school and the new Centre.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
A single storey building will be constructed to the north of the existing school building and will provide a 69 place nursery for 0-5 year olds in the following accommodation:

PLACES PROVIDED
On completion the Early Years Centre will provide 69 places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
This is a relatively new school, constructed in 1993, and is of a traditional load bearing brick design. An extension to the existing pre-school room was completed in 1995. The building is considered to be in a good condition.
TEMPORARY BUILDINGS
There are no temporary buildings on this school site and none will be required either during or upon completion of these proposals.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The new Early Years Centre has been designed to compliment the original school and where possible, materials have been chosen to match the existing building on site.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The proposed new building will be of a traditional brick, timber and glass construction. The roof will have a high performance covering. The windows will be timber framed and double glazed.
ACCESSIBLE FACILITIES
Accessible WCs will be provided within the new extension and level access will be maintained throughout.
HEATING AND VENTILATION SYSTEMS
A new gas fired boiler serving a combination of radiators and under floor heating will be installed within the new plant room of the building.
Extract ventilation will be provided to the kitchen and WC areas.
SPRINKLER SYSTEM
The proposal is to provide extensions to the existing school building and as such the works do not constitute new stand alone buildings on a green field site. A risk assessment has concluded that this is a low risk category and therefore a sprinkler system will not be installed.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals will enable a temporary nursery to be established within the existing school from March 2004 until the completion of the new nursery in September 2004. The building will provide the required accommodation to serve the local community with first class nursery facilities.
CAR PARKING
An additional seven parking spaces will be provided as part of these proposals for the staff of the new Centre.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, County Planning Officer, Early Years Centre, Early Education and Childcare Unit, Director of Environment, Access Officer, Local Councillor.
5. THE BUILDING DEVELOPMENT
These proposals will provide a specific nursery facility in a single, purposed designed building which will fulfil the requirements of a modern nursery.

7. FURNITURE AND EQUIPMENT
Furniture and equipment will be funded from the Children's Centre bid.
