There are no landlord funded works associated with this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

(a) Energy Costs
It is anticipated that the additional increase in fuel cost for the school will be in the order of £283 per annum (due to removal of temporary classrooms). New building will cost £3.90 per m2².
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
The school has two double temporary classrooms in very poor condition. Funding has been secured to replace these with two new classrooms, reflecting the drop in pupil numbers at the school.
3. DETAILS OF SITE
LOCATION
Tower Hill Primary School is located at Fowler Road, Cove, Farnborough.
ADJOINING LAND AND BUILDINGS
The school is located in the densely populated estate north of Farnborough aerodrome. The frontage faces southeast and is set back from Fowler Road by an access road, used for pedestrian and emergency access only. The school playing fields are located to the northeast of the campus, which is surrounded by residential development.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 3.07-3.50 acres (1.245-1.42 hectares). The DfES guideline for a school of this size is 3.07-3.50 acres (1.245-1.42 hectares).
PLANNING POSITION
A detailed planning application was submitted during September 2003.
SUITABILITY FOR PROJECT
This scheme has been approved by the Headteacher and Governors of the school as being the most appropriate to meet the current needs of the school.
RESULTS OF TRIAL BORE HOLES
A soil investigation has been carried out and preliminary results are available. The site comprises fill over medium dense sands. A suspended ground floor will be necessary due to the fill, but traditional trench fill foundations will be suitable, extending to an average of about 1.3m below ground level.
ACCESS
The main pedestrian access to the school is from Fowler Road. Vehicular access for staff and deliveries is to the rear of the school via Cody Road. Contractor's access for the duration of the contract will be via Cody Road and the contractor's compound will be sited inside the boundary fence adjacent to this entrance.
COMMENTS ON SITE LAYOUT
The campus is irregularly shaped, the school buildings being located to the southwest of the site, with playing fields to the northeast. The proposed extension is located to the northeast of the school building, forming a new end to the school building and courtyards areas.
MAINS SERVICES POSITION
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Landscaping associated with this scheme includes:
· Soft landscaping around car park area
· Redirection of existing path around new classrooms
· New secure play area
· Fencing to secure courtyard
· Site of existing temporary classrooms (to be removed as part of scheme) to be reinstated and grassed
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed to provide two new classrooms and associated areas, replacing the existing temporary classrooms. The extension is to the northeast of the school and continues the pitched roof forms of the existing buildings. Their orientation provides an outlook into external teaching spaces and the playing field beyond. This elevation is divided into bays comprising timber panels and glazing under a pitched metal roof. The outside areas will be at raised levels to pedestrian access and screened with landscaping to form outdoor teaching spaces. Backing onto the existing school, the inner south facing courtyards provide additional play areas and are divided by the link corridor and ramp to the existing school. Landscaping and fencing will create a secure environment between the buildings.
PLACES PROVIDED
On completion the school will provide 300 places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The 1920's original Victorian school building and subsequent extensions in the 1970's and 80's are of traditional load bearing masonry wall construction comprising of red brown brickwork with pitched plain tiled roofs. The front elevations comprises of three distinct gables, the central of these forming the main entrance to the school. These buildings are considered to be in good condition for their age and type.
TEMPORARY BUILDINGS
There are currently two temporary classrooms on site which will be removed at the end of the contract.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The main school buildings are located to the south of the site with playing fields to the northeast. The two temporary classrooms are located to the southeast of the school buildings. The proposed new classroom extension will be located to the northeast of the school buildings. Materials have been chosen to reflect and complement the existing building. On completion of the scheme, the two temporary classrooms will be removed from site and the surrounding area will be reinstated and grassed to form an additional play area.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The new extension will be brick faced with metal standing seam pitched roof. Windows and doors will be double glazed units in stained hardwood frames.
ACCESSIBLE FACILITIES
All entrances/exits will have level and/or ramped approaches.
HEATING AND VENTILATION SYSTEMS
Heating
A new gas fired system comprising a combination boiler will supply underfloor heating, thermostatically zoned to serve each classroom, corridor and link corridor.
Ventilation
Mechanical extract ventilation to wc's comprising individual extract fans controlled to operate continuously during the day.
SPRINKLER SYSTEM
This is not a stand-alone building on a green field site and, in addition, an assessment concludes it to be a very low fire risk category building and therefore a sprinkler system will not be installed.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals have been approved by the Headteacher and Governors of the School as meeting the accommodation requirements of the School.
CAR PARKING
No additional traffic is anticipated as a result of this scheme and therefore no additional car parking spaces will be provided.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Department, Access Officer, local Councillor.
5. THE BUILDING DEVELOPMENT
This scheme will provide two new classrooms and facilitate the removal of two temporary classrooms currently on site.
6. BUILDING MANAGEMENT

Existing arrangements will apply.
CATERING
Existing arrangements will apply.
7. FURNITURE AND EQUIPMENT
From the block vote in the Education Committee's Capital Programme.
8. STAFFING
This scheme will not affect the staffing requirements of the school.
