Value of Land already acquired for this Project

The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

(a) Energy Costs

        It is anticipated that the additional increase in fuel cost for the school will be in the order of £1,954 per year or £6.06 per m² (high cost due to LPG as a fuel).

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          The school has a capacity of 150 places, including 30 provided in a temporary classroom in very poor condition. The proposed scheme will replace the temporary accommodation and provide a staff room, an ICT suite, accessible toilet and a small group room.3. DETAILS OF SITE

          LOCATION

          Wherwell Primary School is located at Longparish Road, Wherwell, Andover.

          ADJOINING LAND AND BUILDINGS

          The school site is bounded to the east and south by the River Test and water meadows, residential development to the northeast and northwest, and tennis courts and parish council land to the east.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The total site area is 1.77 acres (0.72 hectares). The DfES guideline for a school of this size is 1.91-2.21 acres (0.77-0.89 hectares).

          PLANNING POSITION

          A formal planning application was submitted on 2 October 2003.

          SUITABILITY FOR PROJECT

          These proposals will provide classroom extensions, staff room and tutorial room, plus internal conversion to form an ICT room, thus facilitating the removal of an existing temporary classroom from the site.

          The proposals outlined in this appraisal have been prepared in consultation with the County Education Officer and the Headteacher and Governors of the School.

          RESULTS OF TRIAL BORE HOLES

          Based on the geotechnic report, the structural engineer recommends piling for the new extension.

          ACCESS

          Vehicular and pedestrian access is from Longparish Road. It is intended that a contractor's temporary access be formed in the northwest corner of the site, running along the west boundary, to be removed and made good at the end of the contract.

          COMMENTS ON SITE LAYOUT

          The site is rectilinear in shape. The original school building lies to the north of the site, a classroom extension adjoins to the south. A separate kitchen and dining block lies to the south of the main school building. A temporary building is sited to the east of the dining block.

          MAINS SERVICES POSITION

          The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.

          An adjoining residential developer to the northeast of the school site has recently renewed the foul drain connection from his site into the school's system under rights granted to him by the County Council in 1963.

          Overhead electrical cables need to be redirected underground as they would be too close to the new extension. The 2 phase cable will be upgraded to 3 phase for increased supply for the proposed extension.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

          LANDSCAPE PROPOSALS

          To enable the new building to be constructed, some existing apple trees will be removed. To compensate it is proposed to extend the existing hedgerow at the front of the site and new planting will be provided to the western boundary to provide a continuous hedgerow. There is a temporary classroom on site which will be removed on completion of this scheme and the area will be reinstated to extend the existing adjacent play area.

      4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

          The scheme comprises extensions to the existing building to provide two classrooms, a staff room and a group room. As part of the project, one existing classroom, which is below the normal minimum area, will be converted to an ICT room and an existing temporary classroom will be removed and replaced with an extension to the hard play area. In addition to this, the existing boiler room will be enlarged to accommodate the new extension.

          As part of the works, a new access, wc and shower will be provided, together with an outside store for the reception class play equipment. This will replace the existing timber shed which will be relocated to a position to be agreed with the school.

          PLACES PROVIDED

          30 replacement places will be provided.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The main school building is of traditional construction, erected in 1910. Several additions were made in the 1990's, consisting of staff room extension to the main building, two toilet blocks adjoining the main building and a separate kitchen and dining hall to the south of the main building, all of traditional construction.

          These buildings are considered to be in good condition for their age and type.

          TEMPORARY BUILDINGS

          There is one temporary building on site which will be removed on completion of this scheme.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The extensions have been designed to continue the line of the existing roof. By utilising the roof space, the massing of the building is reduced and maintains the scale of the existing school. The glazed stair/lobby enclosure on the east façade, together with the treatment of the gable, reflects features of the existing school's north elevation, whilst buttressing brick piers complement the design of the existing school.

          TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          The new classrooms will be provided in a two-storey extension to the west of the existing playground, with the lower level classroom to provide accommodation for reception age pupils. The existing classroom will be altered and extended with a new staff room provided above.

          The new classrooms will continue the line of the existing roof, with bricks and tiles to match the existing. The first floor classroom will be provided with roof lights and a hipped dormer window to the west elevation with roof lights to the east elevation and the main area of glazing to the south gable. By utilising the roof space, the massing of the building is reduced and maintains the scale of the existing school.

          A glazed stair/lobby enclosure has been provided on the east façade with doors opening onto the playground. The proposed extension continues the circulation around the playground which finishes adjacent to the existing hall. It is proposed that a new hall may be constructed to replace the existing in the future and this has been taken account of in the current design.

          The new extensions will be constructed in materials which complement existing buildings.

          ACCESSIBLE FACILITIES

          One accessible toilet will be provided as part of this scheme.

          HEATING AND VENTILATION SYSTEMS

          The existing oil fired boiler, although relatively new, does not have the capacity to heat the proposed new classroom extension. It is therefore proposed that a new oil fired boiler is installed to supply the new classrooms and the main hall (when built). The new boiler would serve radiators located within each new classroom, supplied from a compensated heating circuit, and thermostatic valves to be installed on each radiator will enable individual control.

          There will be mechanical cooling to the ITC suite. Heat generated from computer equipment is estimated to be between 10-12 kw and to compensate for this, two air conditioning units will be provided to maintain temperatures at reasonable levels.

          SPRINKLER SYSTEM

          This is not a stand-alone building on a green field site and, in addition, an assessment concludes it to be a very low fire risk category building and therefore a sprinkler system will not be installed.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by current Building Regulations.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          These proposals have been agreed by the Headteacher and Governors of the School as being the most appropriate form of development to provide the permanent accommodation required at the school.

          CAR PARKING

          No increase in car parking provision will be provided as part of this scheme.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Director of Environment, Access Officer, Local Councillor.

      5. THE BUILDING DEVELOPMENT

          The proposals outlined in this appraisal will better meet the operational requirements of the School and will enable the removal of a temporary classroom from the site.

      7. FURNITURE AND EQUIPMENT
