Value of Land already acquired for this Project

The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

        It is anticipated that the additional increase in fuel cost for the school will be in the order of £4.27 per m², or £1,430 per annum.

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          COUNTY EDUCATION OFFICER TO COMMENT PLEASE

          A bid was made to the DfES in September 2001 for an additional 67 places to bring the capacity of the school to 750 places. There are currently 732 pupils on roll and this is anticipated to rise to 743 by September 2004. The project will provide a four classroom language block which will allow the remodelling of two general teaching spaces into an additional science laboratory in order that the school can deliver the science curriculum.

      3. DETAILS OF SITE

          LOCATION

          Test Valley Secondary School is located in Roman Road, Stockbridge.

          ADJOINING LAND AND BUILDINGS

          The site is bounded by fields to the south and west. The northern boundary abuts the housing in Roman Road and the main A30 running through the village. The eastern boundary abuts housing.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The total site area is 11.96 acres (4.84 hectares). The DfES guideline for a school of this size is 13.41 acres (5.43 hectares).

          PLANNING POSITION

          A full planning application was made during October 2003.

          SUITABILITY FOR PROJECT

          This scheme will provide a new Language Block, consisting of classrooms, toilets and offices, together with the remodelling of two general classrooms in the Main Block to provide a new science laboratory and has been agreed with the Headteacher and Governors of the School as being the most appropriate design solution to provide the required accommodation.

          RESULTS OF TRIAL BORE HOLES

          The soil investigation has shown that friable chalk underlies a thin layer of clay/gravel and topsoil and that traditional concrete strip foundations will be acceptable together with a concrete beam and pot suspended ground floor slab.

          ACCESS

          The existing pedestrian and vehicular access to the school is from Roman Road, together with a vehicular access from the A30 to the car parking located on the eastern side of the site. For the duration of the contract the access to the site of the Language Block for the Main Contractor will be from the car park on the eastern side of the site along a fenced secure route to a compound at the eastern end of the new building.

          COMMENTS ON SITE LAYOUT

          The group of buildings consisting of the Main Block with Hall and Gymnasium, the Art, Music, Drama Block and the RoSLA Block form three sides of a large courtyard which has at its centre the school's open-air heated swimming pool. It is proposed that the Language Block will be located on the southern side of this courtyard between the RoSLA and the Main Block, completing the enclosure of the courtyard. The school has already received approval for a new Sports Hall secured using NOF funding and this will be located on the eastern side of the Main Block.

          MAINS SERVICES POSITION

          As part of the NOF funded Sports Hall project already approved, it is proposed to upgrade and reinforce the electrical mains supply to the school.

          With this carried out, the mains services will be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

          LANDSCAPE PROPOSALS

          The new Language Block, located as it will be on the southern side of the site, will have its classrooms looking southwards over a grassed external space which will be divided by shrub planting into a series of external spaces adjacent to each classroom and having as a backdrop the existing tree and shrub planting along the southern boundary. On its northern side runs the main corridor which looks out over the courtyard and pool area. The ramped footpaths link the new building to the Main Block and RoSLA Block and some tree planting screens the pool area.

      4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION

          New Language Block

          The Language block will consist of :-

          · 4 language classrooms each with storage incorporated into the classroom

          · a staff workroom and office

          · Toilets including a disabled toilet

          · Plant room

          New Science Laboratory

          · Conversion of two general classrooms to a science laboratory and staff work area

          PLACES PROVIDED

          This scheme will provide 67 additional places.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The majority of building on the school site are of traditional build. The main school building was constructed in 1961 with additions being made during the 1960's, 70' and 90's, the most recent addition being an additional Art room completed in 2002. Approval has recently been given for a new Sports Hall and construction will begin in 2004.

          These buildings are considered to be in good condition for their age and type.

          TEMPORARY BUILDINGS

          There are currently two double temporary classrooms on site, a new unit is located on the western side of the Technology Block. The second, older temporary, is located to the south of the RoSLA Block close to the future Language Block. Once the current development of Sports Hall and Language Block is complete, the Education Department will be discussing with the school the future of these temporary buildings.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The proposed scheme is located and designed to enhance the environment around the central courtyard and the pool area, whilst providing teaching spaces whose aspect is away from the courtyard.

          TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          It is proposed that the Language Block will consist of a pitched roof building, finished externally in facing bricks to match those already used in other school buildings, with a mono-pitched slate roof. The metal glazed screens to the classrooms and corridors will have a colour coated finish externally. High level windows to the classrooms will provide cross ventilation of the teaching spaces.

          ACCESSIBLE FACILITIES

          The new Language Block will provide an accessible wc.

          HEATING AND VENTILATION SYSTEMS

          The building will generally be heated by low pressure hot water to radiators, with the toilets having a mechanical extract system. The plant room boiler will provide the necessary hot water for the space heating, sinks and basins. Alteration of the two classrooms to the science laboratory will require the alteration to the existing radiator system.

          SPRINKLER SYSTEM

          A risk assessment has been carried out and it has been established that the building is in the low risk category and therefore a sprinkler system will not be installed.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by current Building Regulations.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          These proposals, arrived at following discussion between the Headteacher, Education Department and Property Services, have received the approval of the Headteacher and Governors and are considered the most appropriate way of providing the required additional teaching accommodation.

          CAR PARKING

          One additional car parking space will be provided within the car parking area provided by the sports hall contract. Additionally, a reconfiguration of the eastern car park will provide three additional car parking spaces.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Department, Access Officer, local Councillor.

      5. THE BUILDING DEVELOPMENT

          The proposals outlined in this appraisal will provide four Language classrooms and an additional science laboratory, and provide for the current needs of the school.

          Existing arrangements will apply.

          CATERING

          Existing arrangements will apply.

      7. FURNITURE AND EQUIPMENT

          From the block vote in the Education's Capital Programme.

      8. STAFFING

          There are no changes to the staffing requirements of the school as a result of this scheme.
