DECISIONS RELATING TO THE RIVER HAMBLE

For the period - January to October 2003

APPLICATION BY THE ROYAL SOUTHERN YACHT CLUB TO INSTALL ELECTRICAL AND POTABLE WATER SUPPLY TO TWO OFF-SHORE PONTOONS, ADJACENT TO THE CLUB AT ROPE WALK, HAMBLE-LE-RICE. ( Item 12 - 11 March 2003 )

1.1 This report seeks the consent of the Executive Member for Environment to an application by the Royal Southern Yacht Club, Hamble (the Club) to connect two off-shore pontoons with electricity and water via undersea connections.

1.2 The application has now been circulated to the other agencies and authorities for approval, either Eastleigh Borough Council or the Department for the Environment, Food and Rural Affairs (DEFRA) being considered to be the lead Authority at this time. The recommendation is that consent be granted, subject to resolution of the mooring method statement being agreed.

APPLICATION BY THE WARASH SAILING CLUB TO DRIVE AN ADDITIONAL PILE TO SECURE THE CLUB JETTY EXTENSION.

    That the Harbour Authority's consent be granted, under Section 10 of the Southampton Harbour Act 1924 and Section 48 of the Southampton Harbour Act 1949, to the Warsash Sailing Club, to drive an additional pile in accordance with the method statement agreed with the Environment Agency, as detailed in the report to the River Hamble Executive Member's Group on 27 January 2003, attached as an appendix to the report.

APPLICATION BY STONE PIER YARD, WARSASH TO EXTEND ` A ` PONTOON TO REPLACE 24 METRES OF QUAY LOST BY THE RE-OPENING OF THE FUEL FACILITY ( Item 14 - 11 March 2003 )

That the Executive Member for Environment be advised that Harbour Authority consent be granted, under Section 10 of the Southampton Harbour Act 1924 and Section 48 of the Southampton Harbour Act 1949, to Warsash Marine to extend `A' pontoon by ten metres, to be secured by a driven pile in accordance with the method statement agreed with the Environment Agency.

APPLICATION BY THE RIVERSIDE BOATYARD ( FOULKES ) TO REPLACE PILED PONTOONS AND MOORING SITES ( Item 18 - 2 April 2003 )

    (i) That Harbour Authority consent be granted, under Section 10 of the Southampton Harbour Act 1924, Section 48 of the Southampton Harbour Act 1949 and Section 36 (structures and dredging) of the Bye Laws for the River Hamble for the phased upgrade and installation of authorised 91 pontoon berths, to be secured by piles. Confirmation of this consent being subject to approval by English Nature and upon receipt of a method statement for the driving of piles, to be agreed with the Environment Agency.

    (ii) That no dredging works be undertaken.

    (iii) That Riverside Boat Yard (Foulkes) obtains and forwards to the Harbour Master copies of all relevant consents, assessments and agreed method statements.

    (iv) That the Development hereby permitted shall be begun before the expiration of two years.

APPLICATION BY SOLAR MARINE LIMITED TO REPLACE A BOAT HOIST DOCK AT UNIVERSAL SHIPYARD ( Item 19 - 2 April 2003 )

    (i) That, under Section 10 of the Southampton Harbour Act 1924, Section 48 of the Southampton Harbour Act 1949 and Section 36 of the River Hamble Byelaws (Structures and Dredging), Harbour Authority consent be granted to Solar Marine Limited for the application outlined in Section 3 of the report to the River Hamble Executive Member's Group on 25 February 2003, attached as an appendix, the proposals statement and in accordance with the submitted plans, subject to the following conditions:

      (a) any dredging works associated with these works to be subject to an application to the Department for Environment, Food and Rural Affairs;

      (b) Solar Marine to obtain and forward to the Harbour Master copies of all relevant consents prior to works commencing; and

      (c) that the Development hereby permitted shall be begun before the expiration of two years.

      (ii) That Fareham Borough Council and all other relevant agencies and authorities be informed accordingly.

RIVER HAMBLE DREDGING PLAN PROJECT ( Item 13 - 20 May 2003 )

1.1 The following decision is sought:

    That approval be given for the Harbour Authority to continue with the proposed Dredging Plan preparation and for the appropriate budget allocation of £12,130 to be made by the Harbour Authority as its contribution to the overall cost.

RIVER HAMBLE BUDGET 2003/04 AND HARBOUR DUES CHARGE 2004

      (i) That the River Hamble Budget 2003/04 and the Harbour Dues charge 2004 be approved.

      (ii) That a Business Plan for the visitor facility partnership proposals be prepared and presented within six months.

That the attached River Hamble Final Accounts 2002/03 be approved.
