    Treasurer's consultants have been commissioned to appraise options regarding the future development and use of

      - the Visitor Centre leased site

      - the Harbourmaster's Jetty

      - the Visitors' Pontoon for options which are interrelated with the Visitor Centre site and Harbourmaster's Jetty

    Progress reports on this consultancy work will be reported to the various committees via the Harbourmaster's Report.

    The proposed process and timescales balances the need for adequate consultation with a reasonable range of stakeholders and experts with the requirement for an acceptably short decision timescale.

    The proposed process enables a final decision to be made by February 2004 which would enable action to be taken by the start of the Budget Year in April 2004.

    A robust approach is demonstrated by

      - Use of prudent (i.e. slightly pessimistic) figures for the financial appraisal to produce achievable projections in line with best practice.

      - Consideration of financial and non-financial factors for each option.

      - A risk analysis of the potential financial and non-financial impact for high risk scenarios.
