Summary |

1.1 |
Perins Community School is located in the rural town of Alresford and serves the town itself and outlying villages. There are currently 909 pupils (11-16 years) on roll. The campus consists of mainly traditional and some system-built buildings, the most recent additions being a science block and drama block erected in 2001. |

The school has been successful in its Sports College status bid and is now recognised as a "hub school" for the School Sport Network. As a result of these strategic initiatives, the school needs to develop its sports provision in order to deliver high-quality sports education for its pupils, provide health and fitness clinics for the local community and offer sports science facilities for minority sports based both locally and nationally. |

An allocation of £733,000, excluding fees, has been made in Education's 2004/05 Capital Programme for a scheme to construct a new sports hall. Further funding of £300,000, excluding fees, from the Policy and Resources 2004/05 Capital Programme towards significant infrastructure costs associated with the project, Specialist College Status funding of £86,000, excluding fees, and a school contribution of £270,000, excluding fees, is available for this scheme. The total cost of these proposals is £1,551,000, excluding fees. |

The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal. |

2. |
Scope of the Works |

2.1 |
This is a two-phase scheme; the second phase would go ahead only when a further tranche of funding has been secured by the school. Phase 1 - (relates to this project appraisal) It is proposed to provide ancillary accommodation consisting of a PE classroom, school changing facilities/wc's and showers on the ground floor, dance studio, health and fitness suite and community changing facilities/wc's and showers on the first floor, plus a lift. Phase 2 - (subject of a future project appraisal) It is proposed to build a new four court sports hall and ancillary offices. It is proposed to locate the new sports hall to the west of the site, between the most westerly teaching block (the Pascal block) and the all-weather pitch. The existing sports hall is to be retained and used by the school as part of the enhanced sports facility provision. |

Landscaping works associated with the scheme include new paved areas adjacent to the new building and tree planting between the sports hall and the all-weather pitch. |

Procurement |
3.1 |
As outlined in the Buildings, Land and Contracts Panel meeting of 24 October 2003, it is proposed to procure these works through a framework contractor under a partnership agreement that will be linked to the Major Projects Framework Agreement. |

Funding and Timing |

Subject to the necessary approvals it is anticipated that a tender will be invited during February/March 2004 and work will commence on site during May 2004 and be completed during January 2005. |

That the Executive Member for Education advises the Executive Member for Policy and Resources that the design project appraisal be approved. |
