Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.
Building Cost - Net Cost = £1,229 per m2 (excluding abnormals) - Gross Cost = £1,400 per m2

(a) Energy Costs
It is anticipated that the additional increase in fuel cost for the school will be in the order of £651 per annum or per 3.44 m².
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
Winchester City Council has identified the need to improve access to indoor sports facilities to serve the southern parishes of Winchester District. A consultation event with local parish councils, sports clubs and school representatives took place at the college in March 2003 which has assisted greatly in testing proposals and understanding community priorities. The consultation confirmed that the indoor facilities would have a wide community support and would be well-used.3. DETAILS OF SITE
LOCATION
Swanmore College of Technology is located in New Road, Swanmore, on the southern edge of Swanmore Village.
ADJOINING LAND AND BUILDINGS
The site is located in an agricultural part of Swanmore with New Road to the east.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 27.3 acres (11.1 hectares). The DfES guideline for a school of this size is 23.8 acres (9.6 hectares).
PLANNING POSITION
A detailed planning application will be submitted to the Environment Department in January 2004.
SUITABILITY FOR PROJECT
These proposals will provide a multi-use hall (120m²) for out-of-school-hours use by the community for activities including aerobics, dance and martial arts, plus associated ancillary and storage accommodation and a link corridor. The school will benefit from use of this new facility during school hours.
The proposals outlined in this appraisal have been prepared in consultation with the County Education Officer, Headteacher and Governors of the school and Winchester City Council.
RESULTS OF TRIAL BORE HOLES
The soil conditions at this site comprise topsoil overlying firm clay. Traditional trench fill foundations are suitable and will be extended in depth to comply with the recommendations of buildings near trees. A suspended ground slab will be used.
ACCESS
There are two main access points to the school site from New Road (which forms the southeastern boundary to the site). One entrance is used for pupil and vehicular access to the school, whilst the second entrance is used to access the staff car parking area - this access will be used by the contractor for the duration of the works thus avoiding any conflict with pupil entry to the site.
COMMENTS ON SITE LAYOUT
The school site is roughly "V" shaped, with the school buildings situated in a central position at the south of the site, with playing fields extending to the northeast and northwest.
The new hall will be sited to the south of the existing sports hall.
MAINS SERVICES POSITION
The existing mains services will need to be upgraded as part of this scheme.
MAINTENANCE IMPLICATIONS
The site will continued to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
A grassed entrance area to the multi-use hall will be created and hard paving will form paths linking the car park, existing hard play areas and the MUGA.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION

PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The campus consists of a cluster of different buildings, the original brick-built school dates from the late 1950's. A series of brick and system-built extensions and stand-alone buildings has been constructed over the years, the latest addition being a recently-completed classroom block.. The construction of a multi-use games area has been approved by the Executive Member for Education and is due to commence on site in March 2004, with completion due in May 2004.
The buildings on site are considered to be in good condition for their age and type.
TEMPORARY BUILDINGS
There are no temporary buildings on site and none will be required as a result of this scheme.SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The proposed new multi-use hall will be located adjacent the existing sports hall and has been designed to create a clearly identified entry point for community users.
The scheme has been designed and materials chosen to complement adjacent buildings.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The elevations will be constructed of a brickwork base with rendered masonry walls at high level to complement the recently refurbished and remodelled sports hall. High-performance roofing and aluminium doors and windows will complete the building envelope. An entrance canopy is included to mark the community entrance.
ACCESSIBLE FACILITIES
The scheme has been designed with level access throughout. An accessible wc/shower/changing room will be formed from an existing staff changing area. It is proposed to create two accessible parking spaces within the current parking area.
HEATING AND VENTILATION SYSTEMS
The hall will be provided with a dedicated ventilation system to heat and ventilate in compliance with Sport England guidance. Underfloor heating will be provided in the new corridor and radiators will heat the ancillary areas.
Ancillary ventilation systems will be provided to equipment stores and other internal rooms as recommended by Sport England and Building Regulations.
SPRINKLER SYSTEM
This is not a stand-alone building on a green field site and, in addition, an assessment concludes it to be a very low fire risk category building and therefore a sprinkler system will not be installed.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals have been approved by the Headteacher and Governors of the school as meeting the accommodation requirements of the school, as well as providing facilities for community use.
CAR PARKING
It is proposed to create two accessible parking spaces within the existing car parking area.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Department, Access Officer, local County Councillor, Winchester City Council.
5. THE BUILDING DEVELOPMENT
This scheme will provide a multi-use sports hall for use by the community out of school hours. The facility will also benefit the school during school hours.

7. FURNITURE AND EQUIPMENT
An allocation for furniture and equipment for the new hall has been made in the current funding available for these proposals.
