Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in Education's Capital Programme in the appropriate financial year.

Landlord funded works connected with this scheme include reroofing, new windows and external doors to the Newbold Block.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

(a) Energy Costs
It is anticipated that the fuel cost for the new Youth building will be in the order of £670 per year or £4.20 per m². The refurbishment works should not affect the overall fuel costs of the school.
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
A bid was made to the DfES in September 2001 to extend the school by 107 places. Earlier phases of the work have provided specialist accommodation, mainly through internal reorganisation and this phase will complete the accommodation to bring the school up to 1,050. There are currently 992 pupils on roll and this is expected to rise to 1,020 by September 2006.3. DETAILS OF SITE
LOCATION
Hamble Community Sports College is located at Satchell Lane, Hamble.
ADJOINING LAND AND BUILDINGS
The main Fareham to Southampton railway line borders the school site to the south with a disused airfield beyond. Residential accommodation and Hamble Lane form the border to the west of the site, with open field beyond. Satchell Lane bounds the site to the north and east, with some residential accommodation and open land beyond.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 25.82 acres (10.45 hectares). The DfES guideline for a school of this size is 19.52 acres (7.90 hectares). Countryside Planning Policies preclude any valuable alternative development opportunities on any potentially surplus land.
PLANNING POSITION
A formal detailed planning application was submitted to the Environment Department during December 2003.
SUITABILITY FOR PROJECT
These proposals will provide a new Youth Building and refurbished CDT and classroom accommodation.
The proposals outlined in this appraisal have been prepared in consultation with the County Education Officer and the Headteacher and Governors of the school.
RESULTS OF TRIAL BORE HOLES
The ground conditions encountered were topsoil/made ground over river terrace deposits over the Marsh Farm formation, which persisted to the full depth of the investigation. Ground water seepages occurred between 2-2.5m below existing ground level, issuing from the river terrace deposits.
Conventional spread foundations are considered to be appropriate for the new building.
ACCESS
General vehicular and pedestrian access to the site is from Satchell Lane which enters the site at a central point. Pedestrian access is also available from Hamble Lane and these arrangements will remain unchanged.
COMMENTS ON SITE LAYOUT
The school buildings are clustered together on the southern half of the site with the playing fields extending to the north. The main car park is located close to the main vehicular entrance from Satchell Lane.
The new Youth Building will be positioned on the existing temporary car park which is located at the entrance to the school site.
MAINS SERVICES POSITION
The existing mains services are considered to be of a sufficient capacity to be extended and adapted as required to serve the refurbished Newbold Block. New external gas, electricity and water services main supplies will be required for the Youth Building.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Trees and low-maintenance shrubs will be planted within the extended car parking area in keeping with existing planting.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
The new Youth Building will provide the following accommodation:
· main café area (Cyber Café)
· two work rooms
· Office
· 2 wc's
· accessible wc
· kitchen/store/boiler room
· cleaner's store
· entrance lobby
Data link to the school's data network.
Refurbishment to Newbold Building
The Newbold building will be completely refurbished to provide the following accommodation:
· multi-materials workshop
· two Pneumatics/Electronics and Control Technology (PECT) rooms
· at/textiles room
· two language classrooms
· refurbished toilets
· cleaner's cupboard
It will be necessary to strip out the existing electrical services and install new lighting, power, and voice/data and security systems.
The Newbold Block will be reroofed, and new windows and external doors fitted as part of this scheme.
PLACES PROVIDED
45 additional places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The original school was built in 1936 and is of traditional load-bearing brick construction. Further accommodation, of a SCOLA design, was added in the 1960's, followed by an administration extension in 1997, new sports and teaching block in 2002 and most recently, a new gymnasium which is under construction.
The existing Youth Building, located to the north of the main school buildings, has reached the end of its serviceable life and will be demolished as part of this scheme.
A recent structural survey of the Newbold Building revealed that remedial works are required to maintain the structural integrity of the building. These will be carried out as part of the refurbishment scheme.
TEMPORARY BUILDINGS
There are currently one single and two double temporary buildings on site which will be removed at the end of the contract.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The proposed new Youth Building has been designed with an individual identity, whilst complementing the existing buildings on site. It is located off Satchell Lane and is screened by existing planting.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The proposed new Youth Building will be of traditional load-bearing brickwork construction, with some panels of render. The metal roof is supported on glulam beams and precast concrete columns. The doors and windows will be aluminium, as will a glazed screen which opens out onto a landscaped area to the eastern elevation of the Youth Building.
ACCESSIBLE FACILITIES
The proposed new Youth Building has been designed with level access throughout and a unisex accessible toilet. The counters within the café will incorporate two levels for accessibility.
The refurbished Newbold Block will have level access throughout, provided via accessible external doors to each level.
There are existing accessible parking spaces within the car park.
HEATING AND VENTILATION SYSTEMS
Youth Building:
It is proposed to use an underfloor heating system with gas fired boiler. There will be mechanical extract ventilation to the wc's and kitchen area.
Newbold Block:
There will be extensive alterations to the existing heating, water and gas services pipework to accommodate the new layout, consisting of convector heaters and some new radiators. A new mechanical extract ventilation system to all wc's and cleaner's cupboards will be installed.
SPRINKLER SYSTEM
New Youth Building
A risk assessment has been carried out which concludes that independent sprinkler provision for this small and low-risk addition to the school campus does not represent a significant contribution to the protection of users and assets. Therefore it is not recommended that a sprinkler system is integrated into these works.
Newbold Block

ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals have been approved by the Headteacher and Governors of the School as meeting the accommodation requirements of the School.
CAR PARKING
The existing main car parking provision will not change as a result of this scheme. However, it is proposed to formalise an existing temporary car park to provide 22 spaces to be used as an overflow car park on occasions when the main car park is full (ie parents' evening). Gates allowing access to this car park will normally be closed.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Department, Access Officer, local County Councillor.
5. THE BUILDING DEVELOPMENT
The proposals outlined in this design project appraisal have been approved by the Headteacher and Governors of the school and are considered to be the most appropriate in providing the school with a purpose-built Youth Building and refurbished CDT and classroom accommodation within the Newbold Building.
