RECOMMENDATION:
That the building design project appraisal for the construction of permanent teaching accommodation and the removal of temporary classrooms along with the external re-cladding of the existing school building at Hiltingbury Infant School, Chandlers Ford be approved.

Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in Education's Capital Programme in the appropriate financial year.

A contribution of £380,000, excluding fees, will come from the Policy and Resources Committee's 2003/04 NDS Condition budget towards the external re-cladding of the existing SCOLA school building.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

It is anticipated that the additional increase in fuel cost for the school will be in the order of £300 per annum of £3.70 per m².

The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
The original double temporary classroom was in very poor condition and was scheduled for replacement by using NDS Modernisation funding. However, before it could form part of the Capital Programme, the unit was condemned in April 2002. In order not to disadvantage the school, it was agreed that replacement of the unit should go ahead in a permanent build. Funding was allocated from the NDS Modernisation budget to replace the two classrooms and, at the same time, provide the school with a music/drama space and an accessible wc.
3. DETAILS OF SITE
LOCATION
Hiltingbury Infant School is located at Hiltingbury Road, Chandlers Ford.
ADJOINING LAND AND BUILDINGS
Hiltingbury Infant School shares a site with Hiltingbury Junior School. Pine Road borders the site to the south with the residential accommodation of Chandlers Ford beyond. Hiltingbury Road boarders the site to the north with the residential accommodation of Hiltingbury beyond. To the east of the site is a Youth Club and further housing and to the west is a recreation ground.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
This is a shared site with the junior school at a total size of 6.78 acres (2.79 ha). The DfES guideline for schools of this size is 6.37 acres (2.47 ha).
PLANNING POSITION
A formal detailed Planning Application was submitted to the Environment Department during November 2003.
SUITABILITY FOR PROJECT
These proposals will enable the construction of new general teaching classrooms and specialist teaching accommodation (music/drama) along with accessible WC facilities. The scheme will provide sufficient permanent accommodation to allow a double temporary building to be removed from site.
RESULTS OF TRIAL BORE HOLES
A site investigation was undertaken earlier in 2003 for a scheme to extend Hiltingbury Junior School, the results of which have been used in the preparation of this report.
The site consists of 80cm of made ground overlying the natural clayey sands known as Whitecliff Sand Pebble Beds. It is proposed to use conventional spread foundations with ground bearing floor slabs.
ACCESS
The main vehicular and pedestrian access to the school is from Hiltingbury Road to the north.
For the duration of the contract it is proposed that access for light vehicles will be via the Youth Club access road at the north-east corner of the site. This arrangement will enable direct access to the contractor's compound located adjacent to the site of the proposed extension and will minimise disruption at the main school entrance. The main entrance will, however, be required for large deliveries and arrangements will be made with the school to deliver at specific agreed times which cause minimum disruption to the school.
COMMENTS ON SITE LAYOUT
The Infant and Junior School share a site, with the Infant School lying to the north-east corner with playground to the front and rear of the building. The main entrance to the site is from the north-west corner with adjacent car parking. The Junior School is located to the west of the site with its playground extending to the east and the school playing fields are located to the south of the site.
The proposed new extension to the Infant School will be located to the east of the building and will adjoin the existing hall and a classroom.
MAINS SERVICES POSITION
The existing mains services are considered to be of a sufficient capacity to be extended and adapted as required to serve the proposed new accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Landscaping associated with these works is minimal and comprises perimeter paving to the new building and reinstatement of the area occupied by the temporary classrooms. The playground will be extended to compensate for the loss of play area due to the new extension.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
The proposed scheme will enable the construction of permanent accommodation and the removal of temporary buildings from site.
The extension to the east of the existing Infant School will provide the following accommodation:
- two general teaching classrooms
- music/drama classroom (with acoustic folding screen to main hall)
- shared /practical area
- accessible WC
Also, as part of this scheme, it is proposed to re-clad the main SCOLA building.
PLACES PROVIDED
60 replacement places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The original school building was constructed in 1967 and is of a SCOLA construction. A classroom extension was added in 1996 and a new library was completed in 2002. The existing buildings are considered to be in a good condition.
TEMPORARY BUILDINGS
There is currently one double temporary classroom on the school site located to the east of the Infant School, adjacent to the area of the proposed new extension.
Upon completion of the work the temporary classroom will be removed from site and the area reinstated.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The extension has been designed and materials chosen to complement the design of the original school building. The new accommodation will be positioned to the rear of the existing building, with minimal visual impact from the entrance of the site or the road. Although there are a number of trees in this area no trees will be lost due to the new development.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The proposed new accommodation will be of a traditional brick and block construction with full height aluminium section glazed elevations to the shared/practical area and music/drama room, below a high-performance covered roof. Aluminium framed windows with low energy glazed panels will be provided in the new extension.
Additional natural light and ventilation will be provided in the new classrooms via north-facing roof lights.
ACCESSIBLE FACILITIES
The new accommodation will have level access throughout and an accessible wc will be provided in the new accommodation.
HEATING AND VENTILATION SYSTEMS
The existing gas fired boiler serving radiators will be extended and adapted as necessary to serve the new accommodation.
Ventilation to the classrooms will be by natural means via opening windows with extract ventilation to the new accessible wc.
SPRINKLER SYSTEM
The proposal is to provide extensions to the existing schools building and as such the works do not constitute new stand alone buildings on a green field site and, in addition, a risk assessment concludes this to be a very low fire risk category building and therefore a sprinkler system will not be installed.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals have been agreed by the Headteacher and Governors of the school as being the most appropriate form of development to provide permanent teaching accommodation to enable the removal of temporary classrooms.
CAR PARKING
No additional car parking spaces will be required as a result of this scheme.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Department, local Councillor.
5. THE BUILDING DEVELOPMENT
This scheme has been designed to provide two replacement classrooms to enable temporary classrooms t o be removed, along with the provision of a music/drama room and shared/practical area.
The existing building will also be enhanced by the external re-clad of the main SCOLA building.
