Value of Land already acquired for this Project

The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

(a) Energy Costs

        It is anticipated that the additional increase in fuel cost for the school will be in the order of £378 per annum or £3.78 per m².

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          A successful bid for basic need pupil growth was made to the DfES and the school will now benefit from an additional classroom, giving three forms of entry (270 places) of accommodation.

      3. DETAILS OF SITE

          LOCATION

          Liphook Infant School is located at Avenue Close, Liphook.

          ADJOINING LAND AND BUILDINGS

          The Infant School occupies the northern aspect of a site which is shared with Liphook CE(C) Junior School in a residential area of the town. Avenue Close forms the eastern boundary to the site and the schools' playing field extends to the west.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The Infant School site area is 1 hectare (2.3 acres). The DfES guideline for a school of this size is between 0.75 - 0.91 hectares (1.85 - 2.24 acres).

          PLANNING POSITION

          A detailed planning application was submitted to the Environment Department during December 2003.

          SUITABILITY FOR PROJECT

          This scheme has been approved by the County Education Officer and the Headteacher and Governors of the School as being the most appropriate design solution for the school's requirements.

          RESULTS OF TRIAL BORE HOLES

          A project was completed in 2000 that included works in similar areas. Trial hole information for the previous works was considered suitable to base the design for the substructure for this project.

          The ground is made up of Hythe beds below Made up ground, consisting of firm silty sandy clays and clayey sandy silts. Foundation recommendations allow conventional strips at a nominal depth of 1 m.

          ACCESS

          Access to the site is from Avenue Close to the east of the site, with separate vehicular and pedestrian access points, and will be unchanged as a result of these proposals.

          Construction traffic will be through a temporary opening in the front fence to utilise the front playground as a site compound (this was the area utilised for the compound on the previous major project). This playground is not currently used for play, although work included within this project will facilitate its reuse.

          COMMENTS ON SITE LAYOUT

          The site layout comprises Liphook Infant School to the north, Liphook CE(C) Junior School to the south and the schools' playing field to the west. The main entrance of the school faces east towards Avenue Close.

          The proposed classroom extension is located within a courtyard on the southern elevation of the school. The hall link and the staff room extension both sit within three existing walls, and will not increase the overall spread of the school. The location allows for movement around all sides of the school, and the contractor's compound occupying one side does not unduly restrict the operation of the school.

          MAINS SERVICES POSITION

          A new gas main was installed as part of the previous contract. The electricity supply is adequate for the proposed project and it is not proposed or required to adjust the existing system other than the addition of a new electrical circuit.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

          LANDSCAPE PROPOSALS

          The front playground is currently unused because it is visible from the on-road parking. It is proposed to erect a new fence to screen the playground from the road.

          The proposed new classroom will occupy space that is currently used by parents waiting for children at the end of the day. The proposals include redesigning the area around the classroom and the route that the parents take. This will include widening the footpath and creating an enlarged space for parents waiting and external play areas.

      4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

          The proposals primarily provide an additional reception classroom to provide 3FE.

          PLACES PROVIDED

          270 places on completion.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The main school building, of traditional construction, was erected in 1968 with a two-classroom extension being added in 2000. These buildings are considered to be in good condition for their age and type.

          TEMPORARY BUILDINGS

          There are no temporary buildings on site and none are required for this scheme.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The proposed new classroom has a southern aspect and solar shading is included within the proposal to match the existing system along the full length of the southern elevation of the building. The works included in this scheme have been designed and materials chosen to complement the existing school buildings.

          TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          The proposed extensions are all load-bearing brickwork construction, with a metal fascia and high-performance felt roof to match the existing buildings.

          ACCESSIBLE FACILITIES

          The school has an accessible toilet and level access doors to the main access points. All new accommodation has been designed to meet current standards and does not compromise any of the existing facilities.

          HEATING AND VENTILATION SYSTEMS

          Heating will be by radiators, extending the existing system, which was installed in 1999.

          Ventilation will be natural, the majority to be by openable windows. An existing rooms adjacent to the extended staff room, will become enclosed and a new roof light will be installed to allow natural ventilation.

          SPRINKLER SYSTEM

          This is not a stand-alone building on a green field site and, in addition, an assessment concludes it to be a very low fire risk category building and therefore a sprinkler system will not be installed.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by current Building Regulations.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          These proposals have been approved by the Headteacher and Governors as meeting the requirements of the school.

          CAR PARKING

          There will be no changes to the car parking arrangements as a result of this scheme.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Department, Access Officer, local Councillor.

      5. THE BUILDING DEVELOPMENT

          The scheme outlined in this design project appraisal will provide a new reception classroom to provide 3FE, plus reorganised resource area, an enlarged staff room, and link corridor.

      6. BUILDING MANAGEMENT

          Existing arrangements will apply.

          CATERING

          Existing arrangements will apply.

      7. FURNITURE AND EQUIPMENT

          From the block vote in Education 's Capital Programme.
