A contribution of £223,000, excluding fees, will be made to this scheme from the Policy and Resources 2003/04 Capital Programme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

(a) Energy Costs
It is anticipated that the additional increase in fuel cost for the school will be in the order of £828 per annum, £3.45 per m².
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
The improved Science accommodation is required as a result of the School's recently achieved Specialist College Status. Funding has been allocated from the DfES grant, together with contributions from the NDS Modernisation programme, to bring the existing Science Labs up to current standards as part of the on-going programme at secondary schools.
The School has chosen to use their own resources, together with a contribution from Policy & Resources as compensation for the loss of their playing field which will provide a site for the Winchester Early Years Centre, for additional teaching accommodation and a new administrative facility. This includes much-needed improvements to the front entrance and external works infrastructure.
3. DETAILS OF SITE
LOCATION
The Westgate School is located at Cheriton Road, Winchester and adjoins the site occupied by the Western Primary School.
ADJOINING LAND AND BUILDINGS
The existing school site is bounded to the north by the Rotherley Boarding House site with housing beyond, to the east by Cheriton Road with detached residential properties beyond, to the south by residential accommodation in Fordington Avenue, and to the west by Western Primary School and the linking playing fields.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 10.2 acres (4.12 hectares). The DfES guideline for a school of this size is 18.4 acres (7.45 hectares).
PLANNING POSITION
An application for detailed planning permission was submitted to the Environment Department during December 2003.
SUITABILITY FOR PROJECT
The proposals outlined in this design project appraisal have been approved by the County Education Officer, Headteacher and Governors of the School as being the most appropriate development to provide new administrative accommodation, science upgrade and a new classroom.
RESULTS OF TRIAL BORE HOLES
A recent site investigation has found the area to be sound chalk. There will be concrete strip foundations to the administrative block.
ACCESS
The existing main vehicular and pedestrian access points to the school are from Cheriton Road to the east of the site. It is proposed to improve the current situation by the addition of a new dedicated vehicular entrance, linking to the existing car parking area, thereby creating separate pedestrian access.
COMMENTS ON SITE LAYOUT
The school site is roughly rectangular in shape with the main school buildings positioned to the east of the site. The school parking areas are located along the northern boundary of the site, with access from Green Lane. Tennis/hard playcourts are located to the south and playing fields extend to the west. The site slopes downwards from the northwest to the southeast corner.
The proposed new administration wing will be located at the eastern end of the main school building on the site of the current caretaker's cottage (which is to be demolished).
The science upgrade is to the existing 1960's science block situated in the centre of the site and the proposed new classroom is located on the first floor of the adjoining single-storey building.
MAINS SERVICES POSITION
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
The site has been significantly relandscaped with each preceding phase of works and this theme will be continued as part of the current phase of works. The proposals include new hard paving around the administrative building and the science block, along with some with tree and shrub planting.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION

As a result of this new-build, a classroom will be reinstated and a deputy headteacher's office, reprographic room, and a medical inspection room with en-suite wc will be provided within the existing main building.

· upgrade and linking of two preparation rooms

PLACES PROVIDED
45 additional places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The existing main school building was built circa 1910 and is of a traditional brick construction. Many buildings and extensions have been added since then, the most recent addition being the new sports hall/ badminton centre which was completed in August 2002. The majority of the existing buildings on site are considered to be in good condition for their age and type.
TEMPORARY BUILDINGS
All temporary buildings have been removed from site as a result of previous phases of work. However, it will be necessary to provide temporary accommodation whilst the science refurbishment takes place and this will be removed from site on completion of the works.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
All elements of the scheme have been designed to complement adjoining buildings on site.
The siting of the new administrative wing has been carefully chosen to provide a welcoming and clearly identified entrance point for visitors to the school.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
New administrative wing
Brick cavity wall construction with steel frame and slate roof to match existing. Windows and doors will be composite timber and powder-coated aluminium. The entrance canopy and cupola will be lead-clad to match existing features.
Science upgrade
Internal works to bring science accommodation to current DfES and Science College standards, new fire exits to meet current standards, and improvements to environmental/energy standards.
New classroom
Lightweight steel frame construction with glazing in composite timber and aluminium. Pitched copper finish roof to match adjacent science block.
ACCESSIBLE FACILITIES
Two accessible parking spaces with level access to the proposed new administrative wing will be enhanced. There are three additional accessible parking spaces adjacent the recently completed sports hall/badminton centre.
An additional fully accessible wc will be provided within the refurbished science facility.
Ground floor access points to the science accommodation will be ramped to maximise accessibility.
HEATING AND VENTILATION SYSTEMS
Reception and Admininstration block
Underfloor heating system and naturally ventilated via opening windows.
Extract ventilation to wc's and cleaner's cupboard.
Heating in existing administration office to be retained for use as classroom.
Science rooms
New radiators to replace existing fan convectors. Natural ventilation. Preparation rooms to have new radiators to replace existing electric panel heating. Mechanical ventilation, as needed, to storage, preparation and wc.
SPRINKLER SYSTEM
These are not stand-alone buildings on a green field site and, in addition, an assessment concludes them to be low fire risk category buildings and therefore sprinkler systems are not considered appropriate and will not be installed.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations, and additional roof insulation will be incorporated in the existing Science block roof.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals have been approved by the Headteacher and Governors of the School as meeting the accommodation requirements of the School.
CAR PARKING
Seven additional car parking spaces will be provided adjacent to the new administrative wing as part of this scheme. (This forms the last phase of the master plan largely implemented with the upgrade to Green Lane and associated parking which took place with the construction of the new sports hall/badminton centre.)
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Department, Access Officer, local Councillor.
5. THE BUILDING DEVELOPMENT
This scheme will provide the new administration wing, science upgrade and new classroom required by the school and will rationalise the eastern end of the site, providing a welcoming approach to the school.
