1. Summary

1.1 The following decision is sought:

    That `one-off' partnership funding of £10,000 be made to Hampshire Playing Fields Association.

2. Reason

    To enable the Association to meet the development needs of a large number of voluntary sports clubs and organisations around the county and to assist with the delivery of the aims of the Corporate Strategy by improving access to a wide range of sporting and community activities for all age groups in particular young people.

1. Introduction

1.1 This report considers a written request from Hampshire Playing Fields Association to provide supplementary partnership funding to meet the needs of a large number of organisations who wish to develop facilities and services for their local communities. Many of these applications focus on the needs of young people, a County Council priority.

2. Background

2.1 The Association currently has £10,445 available for allocation in February/March 2004. With the number of applications already received, together with those expected, the Association anticipates that there will be a shortfall of £10-15,000 if they allocate the normal average award of 7% of the amount applied for.

2.2 The Association is very successful at distributing partnership funding to a large number of organisations (over 34 so far this year) across a wide geographical area. Many of these applicants will also receive valuable technical advice from the Association.

2.3 The Association has a remit to cover the whole of the administrative county of Hampshire. Therefore, consultation has taken place with the County Council's representatives who sit on the Executive Committee of the Association, Cllr Alan Rice and Cllr Eunice Byrom. Both support this application.

3. Financial Implications

3.1 Partnership funding allocations totalling £142,679 were made on 24 April and 25 September 2003 leaving £25,021 available for the rest of the year.

3.2 A `one-off' amount of £10,000 partnership funding is recommended and set out in Appendix 1. If approved, £15,021 would remain available for allocation later in the year.

4. Legal Implications

4.1 The Council has wide powers under Section 19 Local Government (Miscellaneous Provisions) Act 1976 to provide recreational facilities and to contribute by way of grant or loans towards expenses incurred by voluntary bodies in providing such facilities.

5. Recommendation

    That `one-off' partnership funding of £10,000 be allocated to Hampshire Playing Fields Association in support of their supplementary application.

The Association provides, technical, legal and financial advice to voluntary and other sports organisations as well as financial support to local voluntary clubs, Parish/Town Councils and children's play associations and guidance in the preparation of lottery applications and works with other partners to provide sporting and challenging opportunities for disadvantaged young people. It helps to deliver aspects of the Sports strategy, specifically provision for young people, maintaining active participation throughout life and improvements in performance and excellence. It also supports the corporate aims of maximising life opportunities and building stronger and safer communities.
