    How the conclusion in this report fits with the Corporate Strategy

    This scheme will impact on the delivery of all Corporate Aims, focusing most immediately on:

    Aim 1 - maximising life opportunities
    : the proposal to provide additional accommodation and a youth facility will have an immediate benefit for the school and local community.

    Aim 5 - improving services: all users of the proposed new facilities will benefit from these proposals.

Summary

1.1

Hamble Community Sports College is located at Satchell Lane in Hamble. There are currently 992 pupils (11-16 years) on roll. The original school dates from the early twentieth century and is of traditional construction. Several extensions have been made over the years, including a SCOLA design building in the 1960's, an administration extension in 1997, new sports and teaching block in 2002 and most recently a new gymnasium which is currently under construction.

An allocation of £679,000, excluding fees, has been made in Education's 2003/04 Capital Programme to provide additional accommodation and a youth facility. Of this amount, £524,000, excluding fees, has been used for the work currently being undertaken on this school site, for which a design project appraisal was approved at the April 2003 Executive Member Policy and Resources. The remaining £155,000, excluding fees, will be used, along with contributions from the Youth Service and other external parties, to create the new youth facility.

This funding will be combined with a contribution from the 2003/04 Education NDS Modernisation fund and a Policy and Resources Capital Repairs allocation to enable the refurbishment of a specialist teaching block.

The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

Scope of the Works

2.1

It is proposed to provide a purpose-built Youth Building on a location close to the main entrance to the school site. This building will have its own identity and will provide a main area to be known as the Cyber Café (which will contain computer screens and coffee bar), two work rooms, an office, kitchen, associated stores and wc's. The building will be managed by the Youth Service who, working in partnership with other agencies, aim to provide facilities for young people in the local community and pupils of the school. The Youth Building will be open during the day and evening.

The Newbold building will be completely refurbished to provide a multi-materials workshop, two Pneumatics/Electronics and Control Technology (PECT) rooms, an art/textile room, two language classrooms, wc's and store.

2.3

As part of this scheme it is proposed to reroof the Newbold building and install new windows and externals doors. This element of the project will be funded from the Policy and Resources 2003/04 Capital Repairs budget.

3.

Procurement

3.1

It is proposed to negotiate the contract with Benson Ltd who are currently constructing the new gymnasium and music/drama facilities. It would be appropriate from a health and safety aspect to have one contractor undertaking all works on the site. The proposed negotiation will be based on the competitive tender for the sports project with subcontract tendering as appropriate. Consideration was given to negotiating this contract with Benson Ltd at BL&CP on 9 December 2003 and approved by the Executive Member, Policy and Resources, on 11 December 2003.

Subject to the necessary approvals it is anticipated that the contract will be negotiated during January 2004, work will commence on site during March 2004 and be completed during August 2004.

Consultation with Local Member

5.1

Councillor K House, local Member for this area, has been consulted on this project appraisal and has no comments.

Recommendation

That the Buildings Land and Contracts Panel advises the Executive Member for Policy and Resources that the design project appraisal be approved.
