This scheme will impact on the delivery of all Corporate Aims, focusing most immediately on:

Aim 1 - maximising life opportunities: the proposal to provide a multi-use hall will have an immediate benefit for the school and local community.

Aim 5 - improving services: all users of the proposed new facilities will benefit from these proposals.

Summary

1.1

Swanmore College of Technology is located on the southern edge of Swanmore Village. The College serves a rural catchment area including the villages of Swanmore, Wickham, Waltham Chase and Bishops Waltham. The campus consists of a cluster of different buildings, the original brick-built school dates from the late 1950's. A series of brick and system-built extensions and stand-alone buildings have been constructed over the years, the latest addition being a recently-completed classroom block. A scheme to construct a Multi Use Games Area (MUGA) pitch is due to start on site in March 2004. There are currently 1,246 pupils (11-16 years) at the College.

It is proposed to build a multi-use hall at a total cost of £598,000, excluding fees. The scheme is being funded by Winchester City Council.

The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

Scope of the Works

2.1

It is proposed to build a multi-use hall (120m²) adjacent to the existing sports hall, incorporating a reception area, accessible changing/wc/shower, storage area, plant room and link corridor. The hall will be used by the community for activities to include aerobics, dance and martial arts, out of school hours. The school will have use of the facilities during school hours.

Funding and Timing

3.1

Funding for this scheme of £598,000, excluding fees, will be met by Winchester City Council.

3.2

Subject to the necessary approvals it is anticipated that tenders will be invited during February 2004, work will commence on site during June 2004 and be completed during December 2004.

4.1

Councillor P Mason, local Member for this area, has been consulted on this project appraisal and has no comments.

Recommendation

That the Buildings Land and Contracts Panel advises the Executive Member for Policy and Resources that the design project appraisal be approved.
