54 DECLARATIONS OF INTEREST
Members were mindful that where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should, normally at the time of debate, declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed.
Councillor Mrs P Dickens declared a non-pecuniary interest in that she is employed by the NHS; Councillor P K Mason declared a non-pecuniary interest in that he is employed by the Ambulance Service;
Councillor F Williams declared a non-pecuniary interest in that he is employed by a Primary Care Trust and Councillor D F Wright declared a non-pecuniary interest in that his wife is a General Practice, Practice Manager.

The Minutes of the meeting of the Committee held on 16 December 2003 were confirmed as a correct records and signed by the Chairman.

57 REPORT OF THE REVIEW OF THE HEALTH OF OUR CHILDREN AND YOUNG PERSONS - PART ONE: THE HEALTH OF CHILDREN LOOKED AFTER AND PART TWO: THE HEALTH OF SCHOOL AGE CHILDREN
The Chief Executive presented a report of the review of the Health of our Children and Young Persons (Item 5 in the Minute Book).
(a) The Health of Children Looked After
Councillor Mrs Banks, Chairman of the working group on the Health of Children Looked After, outlined the procedure carried out by the working group and the findings of the group. The group had focused on the physical, emotional and mental health of children who were looked after, excluding respite care. The review approach was to target a variety of professional views to identify what changes and improvements could be made to the service. The stakeholder analysis showed that there was a well-established and professional team of staff and carers in Hampshire. The views of children and young people being cared for were also sought. The recommendations were based on the issues and solutions that arose from all stakeholder surveys and events.
RESOLVED:
That the recommendations and action plan detailed on pages 11-14 of Appendix B to the report be approved for reference to those identified as the lead agencies for implementation of the recommendations, with a request for responses within 28 days.
(b) Health of School Age Children
Councillor Mrs McNair Scott, Chairman of the working group on the Health of School Age Children, outlined the procedure carried out by the working group and the findings of the group. The review scope was set through a mapping exercise and focussed on diet and physical activity of children aged four to sixteen. The key questions for the review were how healthy were school age children in Hampshire and how health levels could be improved. All organisations shared a common concern that, for today's children and young people, the combination of low levels of physical activity and unhealthy diets would create a huge demand on the Health Service in the future. Members took the view that much of the problem was due to the complacency of parents and that there was a need for parents to be educated. A partnership approach by lead agencies in sharing good practice and promoting healthy eating and physical activity in schools was urged.
RESOLVED:
That the recommendations and action plan detailed on pages 9-11 of Appendix C to the report be approved for reference to those identified as the lead agencies for implementation of the recommendations, with a request for responses within 28 days.
58 CHAIRMAN'S COMMUNICATIONS
(a) Foundation Hospitals
The Chairman reminded Members of the seminar on Foundation Hospitals which was to be held in the Council Chamber at 10.00 a.m. on Wednesday, 4 February 2004.
(b) The Green Paper "Every Child Matters"
The Chairman reminded Members of the seminar on the Green Paper "Every Child Matters" which was to be held in the Conference Room, Ashburton Court at 2.00 p.m. on Monday, 2 February 2004.
(c) Councillor R Knasel
The Chairman reported the resignation of Councillor Knasel from the Committee and thanked him for his services.
