1. Following the resignation of Professor Malcolm Grant CBE from the Independent Remuneration Panel to take up the appointment of Provost of University College, London, it has become necessary to appoint someone to replace him until his term of office expires in February 2006.

2. When appointments to the Panel were confirmed by the County Council on
21 February 2002 Dr. Elizabeth Waterman-Roberts was held in reserve should any of the panel members resign. She has an academic background as a university lecturer, and for the past year has served as a Member of the Education Independent Appeal Panel.

3. Dr. Waterman-Roberts has been approached about the vacancy on the Panel and she is happy to take on the duties of a Panel Member.

4. The appointment to fill the vacancy left by Professor Grant will support Aim 6 of the Corporate Strategy.

5. As Professor Grant was the Chairman of the Independent Remuneration Panel, arrangements will need to be made to appoint his successor as Chairman. It is suggested that the Panel, at its next meeting, should be invited to put forward a nomination.

RECOMMENDATION:

1. That Professor Grant be thanked for his services.

2. That it be a RECOMMENDATION to the County Council that Dr Elizabeth Waterman-Roberts be appointed as a Member of the Independent Remuneration Panel for a period expiring in February 2006.
