97 DECLARATIONS OF INTEREST

    Members were mindful that, where they believed they had a personal or personal

    prejudicial interest in any matter to be considered at the meeting, they should,

    normally at the time of debate, declare their interest and, having regard to the

    circumstances described in paragraphs 9,10,11 and 12 of the County Council's

    Code of Conduct, consider whether to leave the meeting whilst the matter was

    discussed.

98 MINUTES

The minutes of the meeting held on Tuesday 21 October 2004 were confirmed as

    a correct record and signed by the Chairman.

    The County Education Officer advised that a letter had been sent to all Members

    of the Panel setting out progress with further developments at this school.

101 KEY STAGE 3 STRATEGY:TARGETING FUNDS AND SUPPORT TO

    SECURE SCHOOL IMPROVEMENT

    The Panel considered a report of the County Education Officer (Item 5 in the Minute Book) advising how the County Council had directed funds to schools

    where pupils were currently achieving below the national standard and how it

    was monitoring the targeting of this grant at school level. The County Education Officer advised that support was provided by Local Education Authority

    Inspectors through monitoring sessions and the funding supported additional after school study clubs and increased the hours of part time members of staff to further increase teacher access to pupils if required.

    RESOLVED:

    That the report be noted.

102 SUPPORTING DEPARTMENT DEVELOPMENT IN SECONDARY

    SCHOOLS : EVALUATION OF WORK UNDERTAKEN IN 2001/02

    The Panel considered a report of the County Education Officer (Item 6 in the Minute Book) providing the outcomes from the fourth year of support for departments in secondary schools carried out by subject inspector/advisers, as part of the Education Development Plan (EDP). The Panel supported the work of the Department Development Programme, and noted its effectiveness particularly with the management of the programme in schools.

    RESOLVED:

    That the report be noted.

103 OFFICE FOR STANDARDS IN EDUCATION (OFSTED) JUDGEMENTS

    ON GOVERNANCE IN HAMPSHIRE

    The Panel considered a report of the County Education Officer (Item 7 in the Minute book) summarising the Office for Standards in Education (OFSTED) judgements on governing bodies in Hampshire inspected between January 2000 and July 2002. The report also provided comparisons with statistical neighbours and the national picture in primary and secondary schools. The Panel noted a firmer focus which had been evidenced through performance.

    RESOLVED:

    (i) That the report be noted.

    (ii) That further reports be received.

    (iii) That School Governing Bodies be congratulated on the excellent work carried out and Hampshire Governor Services be congratulated on the work carried out in supporting the School Governing Bodies throughout the County.

104 PUPIL ATTITUDE SURVEY

    The Panel considered a report of the County Education Officer (Item 8 in the Minute Book) setting out the results of the pupil attitude survey carried out with over 26,000 pupils in primary and secondary schools. The report also compared the responses with those obtained in the survey of pupil attitudes carried out in the previous three years. The Panel felt that it was interesting to consider the attitudes of the same group of pupils throughout their time at the same school.

    RESOLVED:

    That the report be noted.

105 EXCLUSION OF THE PRESS AND PUBLIC

    RESOLVED:

    That, by virtue of paragraphs 1, 7, 11 and 13 of Part 1 of Schedule 12A of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following items.

    (ii) That the Governors of Stoke Park Junior School be thanked for agreeing to the secondment of their Head to Langdown Junior School.

    RESOLVED:

    (i) That this school continues to be kept under close scrutiny and that the current level of support continues.

    (ii) That this Panel continues to receive such reports until such time as the school improves its standards to an acceptable level.

    The Panel considered a confidential report of the County Education Officer (Item 20 in the Minute Book) providing an update on developments at this school.

    RESOLVED:

    (i) That this Panel continues to receive further reports until such time as the school shows signs of improvement in standards and in consistency of the quality of teaching

    (ii) That the Local Education Authority continues to deploy staff to support the improvement of the school and encourages the school in its quest for self improvement
