Integrated Risk Management Plan (IRMP)

Introduction

   

1.1

At its meeting in September 2003 the Authority resolved:

   
 

(i)

"That, the draft Integrated Risk Management Plan be endorsed as a basis for consultation with all stakeholders, subject to any changes subsequently agreed by the Chief Fire Officer.

     
 

(ii)

That following this consultation a revised draft Plan be presented to the Authority at its meeting in December, 2003 and a final draft presented at the February, 2004 meeting for approval and implementation."

Results of public consultation exercises

   

2.1

At its meeting in December 2003, the Authority considered interim reports from Opinion Research Services Limited (ORS) summarising the outcomes of the various consultation exercises that were held in accordance with the consultation strategy set out in the Plan.

   

2.2

Subsequently, at its meeting on 9 January 2004, the (IRMP) Corporate Management Team reviewed the final summary reports received from ORS together with a timely report (also produced by ORS) summarising the results of the recent public satisfaction survey. The Team found the consultation feedback to be positive and it confirmed that the Authority's approach to developing the Plan is understood and supported. As a result, it was felt that no significant changes needed to be made to the draft IRMP at this stage either in terms of strategy or to the `Year 1 (2004/05) Actions'.

   

2.3

The consultation feedback reports are appended to this report for information. They have been added to the IRMP documentation and also made available (for public access) on the website. The information will be extremely valuable in helping to shape and develop specific and detailed proposals to support and progress the Authority's IRMP strategy and actions.

   

2.4

Having now completed the initial consultation exercises, Members are asked to adopt as the Authority's approved Integrated Risk Management Plan the version previously presented at its September 2003 meeting and subsequently published on the website at:

2.5

Over the coming months, the IRMP will be more fully integrated with the Authority's Corporate Plan; and, as consequence, will be continually reviewed and updated on the website as the various action plans are developed and implemented.

European Convention on Human Rights and the Human Rights Act 1998

   

3.1

The proposals within this report are compatible with the provisions of the European Convention on Human Rights and the Human Rights Act 1998 and considered in the light of the Race Relations (amendment) Act 2000.

 

Recommendation

 

That the draft Integrated Risk Management Plan previously presented to the Authority and published on the website (together with the results of various consultation exercises) be formally adopted and approved.
