1. Summary

1.1 The attached appendices provide an update on the progress of County Council and minerals and waste development applications; planning/enforcement appeals and notice of permissions about to expire.

1.2 Under the Best Value regime, the County Council, as a Mineral and Waste Planning Authority, has a Best Value Performance Indicator (BVPI) to determine 55% of planning applications within 13 weeks. During 2002/03, the County Council determined 61 applications of which 65.6% were dealt with within 13 weeks. This compares with 49% achieved in 2001/02. Table 1 provides more detailed information by quarter since April 2002.

1.3 There are no BVPIs concerning determining applications for the County Council's own development. However, the Environment Department has adopted a standard for `service planning' purposes which requires 80% of minor applications to be determined within eight weeks. During the current financial year the best quarters performance illustrated in Table 2 was 39%, significantly short of the performance standard. This below par performance is partly attributed to delays in District Councils registering, publicising and commenting on County Council applications. These issues will be addressed in a forthcoming report on the Council's Development Control Policy which will be recommending appropriate remedial measures.

1.4 BVPI 111 requires all planning authorities to undertake a customer satisfaction survey of all those applicants who received a decision during the period April to September 2003. The form of the survey is prescribed by the Office of the Deputy Prime Minister (ODPM). The results of the survey have recently been submitted to the ODPM. On a survey with a response rate of 79.5%, 91.2% of respondents answered as being either very satisfied or fairly satisfied with the service. In the belief that it is as important to know how local residents and consultees view the service as it is applicants for planning permission, the survey has now been extended to cover these two groups of customers. The survey has only just begun. It will be several months before the results are known.
