1. Summary
1.1. The balance of the budget available for grants to voluntary organisations in 2003/04 is £66,015 after allocating for the grants approved at the last decision day, commitments made in previous years and sums earmarked for specific purposes.
1.2. The following decisions are sought:
(i) That the budget position be noted.
(ii) That approval be given to grants to voluntary organisations as listed below:-

1. Financial Position
1.1. The balance of the budget available for grants to voluntary organisations in 2003/04 is £66,015 after allocating for the grants approved at the last decision day, commitments made in previous years and sums earmarked for specific purposes.
1.2. The Schedule of attached items gives details of 21 applications which, if agreed in the amounts recommended, would total £45,320 in 2003/04 and £5,000 in 2004/05.
1.3. A copy of the guidelines for allocations of grants by the Executive Member for Policy and Resources is attached as an appendix to this report.
2. Corporate Strategy
2.1. These grants would support Aim 1 of the Corporate Strategy by maximising life opportunities.
3. The Adjutant General's Corps, Winchester
3.1. In April 2001, the Community Development and Conservation Sub-Committee awarded a grant of £10,000 towards siting the museum collection into the Guard Room at Peninsula Barracks in Winchester. This grant was awarded subject to certain conditions.
3.2. In April last year, all outstanding grants from the Policy and Resources budget, which included this grant, were reviewed. At the time, it was agreed to review the position again on this grant in six months time.
3.3. The Defence Heritage and Tourism Manager of the Recreation and Heritage Department has been working closely with the Corps and the conditions have now been met. It is now recommended that the £10,000 grant be paid to the Adjutant General's Corps.
RECOMMENDATIONS:
(i) That the budget position be noted.
(ii) That grants totalling £45,320 in 2003/04 and £5,000 in 2004/05 be made to voluntary organisations and other bodies as specified in the report.
(iii) That the grant of £10,000 awarded to the Adjutant General's Corps in Winchester in 2001 be paid.
