Community Strategy Budget -Bids for Funding

1. Summary

1.1 This report details a bid from the Hampshire Strategic Partnership of £7,000 as a contribution to support a community project in Leigh Park, Havant. The initiative was launched by SEEDA in August 2002 and involves Hampshire County Council, Portsmouth City Council and Havant Borough Council as the partners on the project. In August 2003 the partners decided to develop the work further by focusing on the preparation of detailed development briefs for three discrete neighbourhoods within the estate. Supporting this project contributes to the proposed actions in the draft Community Strategy for Hampshire in that the project targets areas of deprivation in Hampshire.

2. Background

2.1 A budget for supporting projects derived from the County Council's statutory duty to prepare a community strategy has been set up and this includes a budget for pump priming the Local Strategic Partnerships (LSPs) and to develop further community strategies.

2.2 Each of the 11 LSP's are encouraged to bid for money from this budget to support the development of their LSPs and for the pump priming of projects.

2.3 The budget is also available for the development and implementation of the Hampshire Strategic Partnership.

2.4 The Chief Executive can approve amounts of less than £2000. The Executive Member for Community Development and Regeneration can approve amounts between £2000 and £5000. Amounts exceeding £5000 must be approved by the Executive Member and referred, with a recommendation to the Leader for decision.

3. Current bids

3.1 The following bid is recommended by the Executive Member for Community Development and Regeneration to the Leader for approval:

3.1.2 The sum of £7,000 from the Hampshire Strategic Partnership as a contribution to support a community project in Leigh Park, Havant.

3.1.3 In August 2002 SEEDA launched a unique partnership initiative in Leigh Park, Havant aimed at developing a community-led approach to regenerating the estate and overcoming high levels of social, economic and environmental deprivation. Hampshire County, Portsmouth City Council and Havant Borough Council jointly funded the exercise with SEEDA. The project was managed by the Prince's Foundation and Llewelyn Davies was commissioned to undertake the first phase of the work. The results of this first phase of the project were published in Summer 2003.

3.1.3 The publication of the report triggered a discussion between the partners are to how to take the work forward. In August 2003 the partners decided in principle to develop the work further by focussing on the preparation of detailed development briefs for three discrete neighbourhoods within the estate. Each brief would not only include detailed design proposals but would also include a clear financial and marketing appraisal. The partners also agreed a notional contribution of £10,000 each towards the further work.

3.1.4 The first area selected is Warren Park, an area that embraces the site where the County Council proposes to build a new school and associated community facilities.

3.1.5 On 2 September at a meeting between Councillors Estlin and Kirk is was agreed that Hampshire County Council's contribution would be financed jointly from the Environment Department's consultants budget (as a study) and the Community Strategy budget (as community development).

3.1.6 The partners agreed that the consultants who had undertaken the first part of the work were best placed to advise on the next stage of the work. Accordingly Llewellyn Davies were invited to submit a detailed, costed proposal for the next stage of the project. Their proposal for the work was agreed by the Partners at a meeting on 10 December 2203.

Recommendation

The following decision is sought:

    1. To approve the following allocation:-

    The sum of £7,000 for the Hampshire Strategic Partnership as a contribution to support a community project in Leigh Park, Havant.
