Summary

1.1

The following decision is sought:

i)

Authority should be given to negotiate with representatives of three development companies regarding their submitted schemes of development and financial offers for the sale of approximately 0.68ha (1.7ac) of residential development comprising the former Mayfield Infant School site, Farnborough and to select a suitably amended scheme of development; and

ii)

the Director of Property Business & Regulatory Services (Head of Estates Practice) be authorised to carry out further investigation of possible provision of key worker housing as part of the shortlisted schemes and to settle the detailed terms and conditions of the sale, including such adjustment to the purchase price that may be agreed following minor amendments to the scheme.

Reasons

2.1

A decision is required in order to secure appropriate redevelopment of surplus land arising from the rationalisation of the former Mayfield Infant and Junior Schools and to generate the capital receipts for the funding of the improvements to education and community facilities.

2.2

The Corporate Strategy aims that this development project reflects are as follows:

Aim 2 -

Stewardship of the Environment -

The redevelopment of this site, and reinvestment of sale proceeds to improve local educational facilities, demonstrate a strategy to make effective and efficient use of our land resources whilst seeking a high quality of design.

Aim 4 -

Building Strong and Safe Communities -

The redevelopment proposal of the Infant School site and reinvestment of proceeds into the extension scheme for the adjoining school, will result in new local housing (some of which may be for key worker and affordable housing occupation), improved education accommodation and modern community use rooms as part of the proposed remodelling scheme.

Aim 5 -

Improving Services -

The decision to rationalise two schools to create a single primary school following remodelling will result in improved education provision and learning opportunities.
