Introduction

1.1

The Executive Member for Policy and Resources approved on 10 April 2003 the programme of work for New Deal for Schools (NDS) Condition Funding for 2003/04. In the course of designing and implementing this years programme it has become clear that in certain cases it would represent better value for money and minimise on-site disruption to increase the scope of the approved projects by completing the final phases of work over the next eight months. It is possible to accommodate this financially as the 2004/05 allocation (£17.2m) has been confirmed. The total NDS allocation for 2003/4 was £15.1m.

Any changes/amendments to the NDS programme would usually be reported to the Buildings, Land and Contracts Panel in the first instance. However, to ensure the continuity of work and to maintain the NDS programme this report has been brought direct to the Executive Member. A full NDS programme for 2004/05 is due to be considered by the Buildings, Land and Contracts Panel on 24 March prior to approval by the Executive Member for Policy and Resources on 8 April.

This report seeks approval to include a number of additional projects to the approved NDS programme and a range of procurement initiatives associated with some of these projects.

Proposed Additions to the Programme

2.1

Appendices 1 and 2 detail the proposed additions to the existing NDS programme, comprising mainly re-roofing and external decoration. These additional projects can be accommodated in the current programme following a comprehensive review of payments. All NDS funding has to be committed and spent by the end of August.

2.2

Most projects will be competitively tendered. However, there are a number of projects for which approval outside of this route is sought. These are detailed in Appendix 3 which also includes procurement associated with the NDS Modernisation programme for Science and Food Technology refurbishment.

Procurement Proposals

Schemes for 2004/05 NDS funding which can be completed /progressed before September 2004 (Negotiated Procurement)

Flat Roofing

A Framework for flat roofing work has been in place since 31 March 2003 with Survey and Construction (Roofing) Ltd. This company continues to give a high quality service at an economic price.

It is now proposed to procure a further package of work through the Framework at Winklebury Junior, Front Lawn Junior, Hart Plain Junior, Samuel Cody Crofton Ann Dale Junior, St James Primary, Holbury, Vigo Infants, St James Emsworth, Frogmore Secondary (library), The Clere Secondary and Kings Secondary (maths); overall budget £820K.

External Redecoration and Prior Repairs

Further to the report to Buildings, Land and Contracts Panel on 24 October 2003, external redecoration and prior repairs proposals have been identified comprising a primary school package worth £1.1M, a Secondary School package worth £950K and a Community Property and Social Services package worth £750K.

In order to complete this work in the required timescale it is likely that a significant portion (approx 75%) will be by negotiation with preferred contractors who have performed well with previous programmes of work.

The firms will be selected for negotiation will be from the following group of specialist contractors: Atkins Painting and Decorating (Contractors), Belgravia Renovations Ltd, Ferris Painting, Mitie Property Services (Southern) Ltd, Pool and Sons (Hartley Wintney) Ltd, Purkiss Ltd, Richardsons Decorating Contractors Ltd, Tew Brothers Ltd, Treviss and Robert G Warwick & Son.

Hounsdown School - Fire Alarm (To complete installation to whole School)

The original phase of the work valued at £38K was negotiated with Prestige Fire Protection Ltd based on previously tendered rates. It is proposed to negotiate the installation of a new system on the same basis to the rest of the school valued at £60K with Prestige Fire Protection Ltd who are currently working on site.

Horndean School - Fire Alarm (to complete installation to whole School)

The original phase of the work valued at £90K was negotiated with Prestige Fire Protection Ltd based on previously tendered rates. It is proposed to negotiate the installation of a new system on the same basis to the rest of the school valued at £30K with Prestige Fire Protection Ltd who are currently working on site.

Hounsdown School - Final phase of re-cladding

The second phase of cladding works to the MK1 Scola buildings is due to start in April 2004. The Main Contract has been awarded to DM Habens (The Builder) Ltd being the successful contractor. The Cladding works have been negotiated with Wessex Window Systems as Nominated Sub Contractors based on previously tendered rates. It is proposed to negotiate the remaining phase of the re-cladding with DM Habens (The Builder) Ltd and Wessex Windows at an anticipated value of £200K. This will complete the Scola MK1 re-cladding on this site.

Winton School - Replace vapour barrier to Sports Hall.

In the summer of 2003 West End Roofing and Construction Ltd undertook investigation work under the direction of Property Services to replace a trial section of vapour barrier within the sports hall of Winton School. Using West End Roofing and Construction Ltd's unique knowledge and familiarity of the site, it is proposed to negotiate the complete replacement of the vapour barrier at a value of £98K.

Test Valley School - Food Technology and Fire Precautions

Fire precaution works are required to the ROSLA block at Test Valley Secondary School. The anticipated cost is £40K and it is proposed to include this with the Food Technology refurbishment, anticipated cost £117K (part of NDS Modernisation Programme 2004/05), and negotiate the whole package with Brazier Ltd, who are currently undertaking a major contract at the School.

NDS Modernisation 2004/05 - Science and Food Technology Refurbishment

This programme was reported to Executive Member Education on 22 January 2004. It is proposed to package the works at Cove Secondary and Fernhill Secondary Schools, anticipated cost £540K, and negotiate with Nolan Davis Contracting Ltd and APMG Ltd (specialist furniture), who both successfully tendered and completed part of the 2003/04 programme. It is also proposed to package the works at Noadswood Secondary and Richard Aldworth Secondary Schools, anticipated cost £250K, and negotiate with LST Building Services and APMG Ltd (specialist furniture), who successfully tendered and completed part of the 2003/04 programme.
