Youth Justice Plan for Hampshire and Isle of Wight

1. Summary

1.1 This report introduces the consultation draft of the 2004/05 update of the 2002-05 three year Youth Justice Plan for the local authority areas of Hampshire, the Isle of Wight, Portsmouth and Southampton.

1.2 The following decision is sought:

    That the annual update to the Youth Justice Plan be approved for submission to the Youth Justice Board for England and Wales by 31 March 2004 and to Council on 1 April 2004 for endorsement.

2. Reasons

2.1 The Youth Justice Plan is a statutory plan under the Crime and Disorder
(1998) Act. Each local authority with responsibility for Social Services and
Education is required to produce an annual plan, either on its own, or in co-
operation with other local authorities. The Youth Justice Plan sets out how

    local Youth Justice Services, including youth crime prevention activity, will be provided in the local authority area(s).

2.2 In Hampshire and the Isle of Wight the four local authorities which have
responsibility for Social Services and Education have agreed to co-operate

    with each other and with the police, health and probation services over the
    delivery of Youth Justice services. Elected Members and Board Members

    nominated by all of the relevant local agencies meet as a Standing Conference

    for Youth Justice which is authorised to endorse the Annual Youth Justice Plan for submission to the relevant Councils and Boards. The Standing Conference endorsed the consultation draft of its plan on 21 January 2004. A copy of the consultation draft submitted to the Standing Conference is attached for information.

2.3 The decision to submit the Plan for endorsement by the Council supports

    Aim 4 of the Corporate Strategy : "Building Strong and Safe Communities by

    working together with local people to build strong and safe communities for everyone".

2.4 Statistical information relating to calendar year 2003 and a statement of the budget contributions to be made by each agency are required components

    of the annual updates of the Youth Justice Plan. This information will become available during February in readiness for presentation to Council.
