To the Members of the County Council.
You are hereby summoned to a Meeting of the County Council to be held at The Castle, Winchester at 10.00 a.m. on WEDNESDAY 25 FEBRUARY 2004 to consider and resolve upon the business set out in the Agenda below.
There will be a short service of prayer at the beginning of the meeting.
AGENDA
1. To confirm the Minutes of the meeting held on 27 November 2003.
2. Declarations of Interest.
All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. The declaration should be made at the time of the relevant debate.
3. The County Returning Officer to report the result of the by-election held on 5 February 2004 at which Councillor L. T. Dunsdon was elected County Councillor for the Fawley County Electoral Division.
4. Deputations
· GM Foods - Friends of the Earth: subject to the concurrence of the Council as Friends of the Earth made a deputation also to the Policy and Resources Policy Review Committee on 4 December 2003. Standing Order 21 (f) requires six months between appearances.
· Council Tax - Isitfair?: subject to the concurrence of the Council as Isitfair? made a deputation to the Council in November 2003. Standing Order 21 (f) requires six months between appearances.
5. To receive such communications as the Chairman may desire to lay before the Council.
6. To receive such reports as the Leader of the Council may desire to bring
before the Council.
7. To deal with questions pursuant to Standing Order 20 (b) (i).
8. To make such alterations in the membership of committees, panels and/or outside bodies which are not subject to proportionality rules as the Council may think fit and to consider a report of the Chief Executive concerning changes proposed in the size of certain panels and proportionality.
9. Revenue Budget and Precept 2004/05 and Capital Programme 2004/05 - 2007/08.
To consider the report of the Leader and recommendations of the Cabinet.

10. To receive and consider the report and recommendations of the following requiring decision (Part I) and to make such orders thereon as the Council thinks fit:
