1. Introduction

1.1 Changes in the size of some panels are proposed requiring County Council
approval in accordance with Part 1: Chapter 4, paragraph 4.01(f) of the
Constitution.

2. Solent and North East Hampshire Transport Panels

2.1 At the meeting of the Council on 27 November 2003, these new panels were
established and their terms of reference agreed. On further consideration by
the Leader of the Council and the Executive Member for Environment it is

considered that both should comprise 7 members - 4 Conservative; 2 Liberal
Democrat; 1 Labour - rather than 5 in order to ensure wider representation.

3. Buildings, Land and Contracts Panel

3.1 The Part I report of the Leader indicates his wish to increase this panel from 8
to 10 members - 6 Conservative; 3 Liberal Democrat; 1 Labour.

4. Proportionality

4.1 The revised proportionality table reflecting these changes and the need for a
consequential reduction of one in Liberal Democrat representation to maintain
overall proportionality is shown overleaf.

RECOMMENDATION:

i) That the revised proportionality table be approved including the changes in the size of the Buildings, Land and Contracts Panel, and the Solent and North East Hampshire Transport
Panels and subject to a reduction of one in Liberal Democrat representation to maintain overall proportionality.


ii) That the terms of reference of the Solent and North East Hampshire Transport Panels be revised to show the increase in size to 7 members.
