"BUILDING SCHOOLS FOR THE FUTURE" - DEPARTMENT FOR EDUCATION AND SKILLS NEW CAPITAL STRATEGY FOR SCHOOLS FOR PUPILS OF SECONDARY AGE
1. At the request of the Executive Member for Education, the Cabinet has noted his decision to submit Expressions of Interest under the Department for Education and Skills' new capital strategy for schools for pupils of secondary age "Building Schools for the Future" (BSF) in respect of specific areas in the County.
2. The Department has earmarked £2.2 bn per annum for targeted allocations to local education authorities aimed at the comprehensive renewal and replacement of schools for secondary age pupils in specific geographical areas; this replaces the current arrangements for local education authority capital investment in secondary schools and special schools for secondary aged pupils. In summary local education authorities have been invited to submit proposals where work could start on site during 2005/06 and/or submit Expressions of Interest for schools to be included in future years' B.S.F programmes. The County Council has opted for the latter which involves a detailed analysis of secondary and secondary age special schools and their needs, and a prioritisation of areas against the DfES criteria of
· relative educational and social need, as measured by pupils' GCSE attainment and eligibility for free school meals and
· the phasing and investment requirements of the schools.
3. The seven areas selected with anticipated years of allocation and estimated project value are set out below.

4. This decision supports Aim 1 of the Corporate Strategy (Maximising life opportunities) by seeking to secure funding to improve the learning environments of Hampshire schools for children of secondary age.
